Job Summary
Under the direction of the Drainage and Utilities Manager, performs a variety of duties related to environmental aspects of the Department's work. Communicates with stakeholders and conducts technical reviews of environmental studies related to wetlands, floodplain, drainage and natural resource protection. Assists with the County's National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit. Reviews highway permit applications. Provides expertise for restoration projects and assist in preparation of grant proposal. Collaborates with other agencies and conducts research related to conservation and ecological restoration. Manages professional services contracts and performs field inspections. Provides guidance on wetland regulations, permitting and mitigation. Conducts site surveys using GPS and uses GIS to generate natural community maps, record management activities, and delineate natural features. May perform other duties as assigned.

Minimum Qualifications
  • Bachelor's degree or higher in biology, ecology, natural resources, environmental science, forestry, or substantially similar area from an accredited college or university is required.
  • Six (6) years of full-time work experience in environmental permitting for transportation projects, ecological classification systems, ecological studies and/or natural resource management is required.
  • Valid driver's license and proof of current/valid auto insurance is required.
This position is considered a safety-sensitive position. Candidates who are selected to fill safety-sensitive positions must pass a required drug test as part of the pre-employment background check process.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Ability to effectively communicate both orally and in written formats to internal and external entities. Ability to represent, communicate, and advocate for the interests of the Department as they relate to natural resources conservation. Knowledge of principles, methods, and practices related to ecology, conservation biology, restoration, and natural area management. Knowledge of the principles of restoration ecology and experience with application methods. Knowledge of applicable federal, state, and local environmental laws, rules, regulations, codes, and/or statutes and associated permitting requirements related to transportation projects. Ability to interpret engineering plans, specifications, estimates, studies, and reports for transportation projects. Experience in the process and methods involved with the restoration, creation, enhancement, and maintenance of wetlands, including wetland mitigation banking. Technical knowledge of botany, soils, and hydrology as they relate to understanding wetland functions. Knowledge and experience with stormwater best management practices, green infrastructure, streambank stabilization, and soil erosion and sediment control. Thorough knowledge of and experience with current strategies for the conservation and preservation of native plant and animal species and the appropriate management techniques suitable for regional habitats as it pertains to Department needs and operations. Thorough knowledge of the biology, conservation impacts, and management techniques for the effective control and management of invasive plant and animal species. Demonstrated knowledge of the flora and fauna of the County, restoration ecology, natural area disturbance ecology and fire ecology. Experience using botanical keys for the identification of plant species and native wildlife. Must be able to identify the invasive plant and animal species of the Chicago Region and be familiar with current management techniques for the control of these species. Skill in the development and planning of programs related to the restoration, assessment, preservation and conservation of natural resources. Familiarity with PC based software applications; skill in the use of PC keyboards; ability to learn and utilize statistical and other software programs. Ability to proficiently use GPS and GIS technology and Microsoft Office applications. Ability to use technical software and databases to perform engineering and project tracking functions. Ability to maintain records and prepare required reports. Ability to coordinate and manage projects with outside agencies and maintain constructive professional relationships. Skill in maintaining a high level of efficiency and morale while working with other employees and while engaging the general public. Skill in directing written and oral instructions effectively and ability to follow safety procedures. Ability to demonstrate professional and independent judgment in the interpretation, application and enforcement of environmental laws, regulations and policies. Ability to handle several routine assignments or to coordinate and supervise complicated and difficult elements of a single assignment. Ability to assume total responsibility for completeness and accuracy of multiple projects. Ability to plan, organize and manage work of technical and support staff as well as external vendors. Ability to incorporate areas of expertise outside of own work unit to complete assignments. Ability to work outdoors in inclement weather and in adverse conditions, including exposure to fire, natural elements, hazardous plants and animals. This position occasionally requires travel to work assignments throughout Cook County, for which the employee must provide his/her own means OF TRANSPORTATION. Ability to maintain and obtain certifications and licenses deemed appropriate by the Department as a condition of continued employment.
Physical Requirements
Light Work
Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.
