Job Description:
The ECE Workforce Engagement Coordinator supports recruitment, eligibility, and intake activities to support Career Pathway activities with the ECE PDO in Philadelphia and Southeast regions of PA. The ECE Workforce Coordinator reports to the ECE Workforce Manager and collaborates with the IHE Coordinators and other members of the ECE PDO team to increase access and attainment of credentials and degrees outlined in the Early Childhood Career Pathway through agreements with IHE's and regional partnerships. The ECE Workforce Coordinator interacts with systems partners, ELRC Quality Coaches, program directors and directly with the workforce to promote access to PDO services. The ECE Workforce Coordinator provides Career Advising services and is the community liaison for IHE pathways to credit and credential attainment for the ECE workforce. The ECE Workforce Engagement Coordinator retains responsibilities for intake, eligibility and renewal activities for PDO funded services. The ECE Workforce Coordinator meets regularly with the PDO Workforce Engagement Manager to assess opportunities to improve course delivery and accessibility of equitable pathways for practitioners, based on stakeholder feedback inclusive of practitioners, providers, IHE's, OCDEL, and community partners.
Responsibilities:

  • Provides Career Advising technical assistance in group format within regional provider meetings, as well as scheduled Career Advising for individual teachers and program level requests.
  • Performs ECE Workforce Engagement activities to promote services and identifies appropriate Career Pathway services and supports in collaboration with IHE Coordinator and IHE partners
  • Facilitates engagement strategies for STAR 1-2 programs as outlined in the PDO prioritization plan
  • Provides and monitors eligibility assessments, intake and renewal activities for PDO funded services
  • Connects the workforce to the Pennsylvania Professional Development Registry and ongoing profile updates and Career Pathway verification
  • Maintain up-to-date information on all Professional Development (credit-bearing and articulating to credit) activities in the region (including those not funded by the PDO).
  • Maintains understanding of Keystone STARS Performance Standards, particularly the Staff Qualifications indicators and Early Childhood Career Pathway, to align IHE curricula with QRIS and ECE systems broadly.
  • Collaborates with ELRC staff to promote Keystone STAR movement goals
  • Attend community meetings, conferences, and workshops to present information when needed.
  • Regularly reports region specific ECE workforce data and needs assessment to IHE Coordinators to project stackable credential delivery demand and priorities (by high risk areas, by language or cultural needs, by varied modality of instruction, by credential or degree level, etc.).
  • Informs details of the delivery map for IHE's to replicate existing non-traditional course modality models (apprenticeship model, credit bearing CDA, asynchronous credit bearing coursework, hybrid course delivery online-in person, cohort models) to develop and update project commitments for set aside funding.
  • Participates in community groups such as LICC, Local Leadership Councils, ELRC Provider Meetings, PHLpreK Provider Meetings, etc.
  • Assists in informing the presence of community based delivery and institutional commitments outlined in project scope.
  • Collaborate with PDO Operations Manager and PHMC communications staff on the development of promotional materials, website, press releases, etc. (in line with OCDEL PDO branding guidelines).
  • Perform other duties as assigned.

Experience:
  • Knowledge of regional, state, local, and national early childhood systems and cross-functionality.
  • Knowledge of the early childhood workforce needs and trends, particularly as non-traditional college and credential students.
  • Related experience with Professional Development, Career Pathway supports and/or Institutions of Higher Education or institutional stakeholders in navigating multiple stakeholders for project completion.
  • Three (3) to five (5) years of related experience in monitoring project deliverables across partners, including use/management of databases and reporting structures.

Education Requirement:
  • Bachelor's Degree required.

Organizational Relationships:
The ECE Workforce Engagement Coordinator reports to and is supervised by the PDO Workforce Engagement Manager and interacts with PDO staff; contractors, practitioners, post-secondary institutions, and other agencies, and collaborates where appropriate, so as to enhance services to early care and education providers. The position is full time, 100% FTE. The position of ECE Workforce Engagement Coordinator operates from PHMC's main offices at 1500 Market St, Philadelphia, PA though this position requires frequent travel throughout Bucks, Chester, Delaware, Philadelphia, and Montgomery counties to best serve the meeting schedules of the participating ECE workforce.
