Works under the general supervision of the ESB Major to accomplish the division goals and objectives; provides leadership as a law enforcement command level officer; identifies and monitors long and short-range goals and objectives; directs controls administrative and subordinate staff; evaluates and analyzes issues, recommends and implements solutions; manages bureau and individual performance and productivity; creates comprehensive management reports and presentations. Directs the Arizona Management System deployment and sustainment within the bureau.
Develops a risk assessment on all division assets with a critical shelf life; analyzes and prioritizes the division's critical assets in accordance with AMS, short and long-term strategic vision.
Designs a Division Asset Management Program including all inventory items; plans organizes, directs, and coordinates program needs and projects budget needs associated with statewide replacement of both fixed and mobile assets.
Analyzes the impact of legislative and judicial decisions on Division operations; recommends and oversees Division policy reviews and revisions to ensure ECD maintains policies and practices in line with other accredited law enforcement agencies, new or revised statutes, regulations, and court decisions. Have an emergency response time of 60 minutes. Background check and in and out of state travel required.

Develops and maintains partnerships with other work groups, divisions, and agency officials; leads programs and committees in furtherance of division mission. Interacts with various internal policy-making officials and the public; makes presentations and interacts with senior-level officials, stakeholders, and technical groups; responds to inquiries, concerns, and complaints.
Directs the deployment of the Arizona Management System principles and guidelines efforts of the Bureau.
Knowledge of:
- Principles, practices, and processes for the planning, coordination, and execution of police service management, including strategic planning, resource allocation, and leadership; police science methods, principles, practices, and techniques.
- Comprehensive understanding of police command, administrations, management, and leadership; criminal codes, ordinances, rules of evidence, legal rights of citizens, and legal and court procedures.

- Standard or above evaluations for the previous rating period.
- 2+ years experience as command level officer (lieutenant or above) in a law enforcement agency or division.
- Graduation from either Northwestern University's School of Police Staff and Command or the FBI National Academy.
- Be able to obtain and maintain a secret or top secret clearance issued by the FBI or Secret Services as needed.
Obtain and maintain the Terminal Operator Certification level B within six (6) months of hire or promotion date. Obtain and maintain full peace officer authority through AZPOST.
Must have and maintain a valid Arizona driver's license.
