The Oregon Department of Early Learning & Care is excited to announce a permanent opening for an Early Learning Hub Coordinator (Program Analyst 4). This position supports

that help families connect with resources in their community; finding a program that addresses the needs of children and families, all while supporting the needs of Early Learning and care providers. This position is part of
the Oregon Department of Early Learning & Care
(DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for overseeing the state’s Early Head Start, Head Start, Prenatal to Kindergarten, and Relief Nurseries programs, licensing Oregon’s child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for Early Learning and care providers.

What you will do:
This position supports
Early Learning Hubs
to build aligned, coordinated and family-centered local Early Learning systems. They work closely with local leaders to increase intra-sector and cross-sector collaboration, coordination of services, leveraging of funding, and alignment with a shared regional vision. Where communities have competing interests or practices, this position convenes regional leaders to negotiate solutions that meet the needs of all parties, prioritizing children and families from traditionally marginalized communities. They ensure successful completion of Hub grant deliverables, including regional assessments, annual work plans, and coordinated enrollment, while promoting collaborative problem solving among partner organizations. This position is responsible for development and implementation of reporting tools, toolkits, technical assistance, and coaching to support these deliverables.
There are 16 Early Learning Hubs in regions across Oregon that focus on getting cross-sector partners to work together to create local systems that are equitable, integrated, accessible, inclusive, anti-racist, and family centered. Our goal is that families with young children receive the support they need to ensure their well-being and all children are thriving in early childhood and beyond.

What we are looking for:
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Early Learning, Education, or related degree; and five years experience coordinating or administering a program. OR;
  • Any combination of experience or education equivalent to eight years of experience coordinating or administering a program.
In addition, we are looking for applicants that have the following Desired Attributes:
  • Strong written and verbal communication skills.
  • Experience with grant administration and management.
  • Experience building partnerships and working collaboratively with Early Learning educators, community partners, tribes and advocates for Early Learning.
  • Experience coordinating or administering a program related to services for children and families.
  • Project management experience.
  • Experience working in social justice work to educate, inform, and address systemic inequities.
  • Experience facilitating and leading meetings, producing variations of distilled information and data through presentations, adjusting the information format(s) to ensure it is accessible to a variety of diverse audiences and learning styles.
  • Experience coaching organizations and/or leaders on improving performance to meet goals.
  • Strong problem solving skills.
