JOB SUMMARY:       

Early Intervention Professionals hold licenses specific to their discipline and are versatile in their service delivery to children and families with the ability to provide Case Management, perform developmental assessments, determine program eligibility through use of standardized assessment instruments, and provide direct services adhering to the Coaching model of service delivery. 

ESSENTIAL FUNCTIONS:

  1. Conduct Eligibility Determination meetings to determine initial/annual eligibility for Federally mandated Part C Early Intervention Services, including:
    • Gathering documentation from referral source(s), Pediatricians, hospitals, and/or other medical providers.
    • Reviewing documentation to determine if eligibility criteria is me.
    • Completing developmental screening(s) as deemed necessary.
  2. Complete Assessment for Service Planning as part of the initial/annual Individual and Family Service Plan (IFSP) development.
  3. Participate as an active team member in Individualized Family Service Plan (IFSP) team development related to either the initial or annual IFSP. 
  4. Must maintain licensing certification as required by discipline in order to be designated as an Early Intervention professional.
  5. Ensure accurate and current documentation related to any services provided to or on the behalf of an individual or family. Ensured that entitled services are delivered in the child's nature environment and consist with the child's (IFSP).  Ensure services are being provided at a frequency reflecting the child's service needs and are consistent with both the Primary Provide and Coaching models of service delivery.
  6. Oversee the maintenance of the IFSP to include collaboration of services, secure progress notes from providers, medical records from physicians, ensure Procedural Safeguards, and utilize the IFSP review process when adjustments to services are needed.  Facilitate the transition process when Early Intervention Services are no longer needed by the child.
  7. Ensure entitled services are delivered at the frequency/intensity specified on the IFSP and initiated within a timely manner as specified by the Part C office.  Ensure that services delivered are authorized by a Physician in accordance with Part C regulations.
  8. Maintain supportive and professional relationship with families, providers, and other community stakeholders, including.
    • Ensuring the providers have the appropriate documentation to perform entitled services within the federally mandated timelines.
    • Assisting families and providers in understanding ad participating in the Coaching model.
    • Communicating with relevant team members to report on progress and assess for the need to modulate supports and services to meet the child's developmental needs. 

OTHER DUTIES:

  • Attend and participate in a variety of meetings (e.g., monthly staff meetings, Part C Coordinating Council Meetings, intra-agency committees and team meetings). Some meetings and/or trainings may require overnight and out-of-area travel.
  • Present oral and written reports regarding clients at Individualized Family Services Plan meetings or other meetings.
  • Attend training and conferences relating to Early Intervention Services as approved by the Coordinator.

QUALIFICATIONS:

  • Background in services to children with Developmental Delays and at risk infants and their families.
  • Knowledge of special education programs.
  • Ability to work with professionals and interagency teams.
  • Ability to provide specialized training programs to parents and infants.
  • Good oral and written communication skills.

Minimum Requirements 

EXPERIENCE/EDUCATION REQUIRED:

Applicant must meet one of the following disciplines/qualifications:

  • Board Certified Behavior Analyst (BCBA): Behavior Analyst licensed by the Virginia Department of Medicine and Board Certified.
  • Nurse-including Registered Nurse and Nurse Practitioners: Licensure by the Virginia Board of Nursing as a registered nurse or licensure by the Virginia Board of nursing as a nurse practitioner.
  • Occupational Therapist: Licensure as Occupational Therapist by Virginia Board of Medicine.
  • Physical Therapist: Licensure as Occupational Therapist by Virginia Board of Physical Therapy.
  • Speech-Language Pathologist: Licensure in Speech-Language Pathology by the Virginia Board of Audiology and Speech-Language Pathology.
  • Certified Therapeutic Recreation Specialist: Certified through the National Council on Therapeutic Recreation Certification.
  • Counselor: Licensed Professional Counselor: Licensure as Licensed Professional Counselor by the Virginia Board of Counseling.
  • School Counselor: Licensure with an endorsement as a School Counselor (pre K-12) by the Virginia Board of Education.
  • Educators: Early Childhood Special Educator: Licensure with an endorsement in Special Education (birth-5) or NK-4 by the Virginia Board of Education.
  • Educator: Licensure with endorsement in Early/Primary Education (PreK - 3) or NK-4 or elementary education (PreK-6) by the Virginia Board of Education.
    • Licensure with endorsement in adapted curriculum (K-12) or general curriculum (K-12).
    • Licensure with endorsement in Career and Technical Education-Family and Consumer Sciences by the Virginia Board of Education.
    • Technical Professional License in Career and Technical Education-Family and Consumer Sciences by the Virginia Board of Education.
  • Educator of the Hearing Impaired: Licensure with endorsement in Special Education - Hearing Impairments (pre K - 12) by the Virginia Board of Education.
  • Educator of the Visually Impaired: Licensure with endorsement in Special Education - Visual Impairments (pre K - 12) by the Virginia Board of Education.
  • Family and Consumer Science Professional: Employed in Virginia's Part C system before July 1, 2009: Certification through the American Association of Family and Consumer Sciences.  Employed on or after July 1, 2009: Certification with successful completion of the concentration examination in human development and family studies through the American Association of Family and Consumer Sciences.
  • Family Therapist: Licensure as Marriage and Family Therapist by the Virginia Board of Counseling.
  • Music Therapist: Certification by Certification Board for Music Therapy (MT-BC).
  • Orientation and Mobility Specialist: Certification by the National Blindness Professional Certification Board as a National Orientation and Mobility Certificate (NOMC); OR certification by the Academy for Certification of Vision Rehabilitation and Education Professionals (ACVREP) as a Certified Orientation and Mobility Specialist (COMS).
  • Psychologist - including Clinical psychologist: Licensure as Clinical Psychologist by Virginia Board of Psychology.
  • School psychologist: Licensure with endorsement in School Psychology through the Virginia Board of Education.
  • Applied psychologist: Licensure as Applied Psychologist by Virginia Board of Psychology.
  • Licensed Clinical Social Worker: Licensure as Licensed Clinical Social Worker by the Virginia Board of Social Work.
  • School Social Worker: Licensure with endorsement as a school social worker by the Virginia Board of Education.
