Job Summary
The Early Head Start (EHS) Home Visitor serves as primary case manager for EHS families enrolled in the home-based option. The Home Visitor is responsible for maintaining an open, friendly, and cooperative relationship with participant families; providing support to pregnant women and their partners; and promoting positive parent-child relationships. Additionally, EHS Home Visitors assist in strengthening the families' knowledge of health, nutrition and child development, and support parents in problem-solving and awareness of community resources.
Major Tasks, Duties, and Responsibilities
Essential Duties and Responsibilities
Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City's discretion. Employees must be able to perform the essential duties of this job with or without a reasonable accommodation.
  • Conduct weekly 90-minute home visits and twice monthly group socializations with 8-12 assigned families or pre-natal moms.
  • Plan and deliver services that comply with the Early Head Start Performance Standards. This includes follow up documentation of those plans and services in Child Plus.
  • Administration of developmentally appropriate health and development screenings and ongoing assessment for children utilizing Ages and Stages questionnaires, CORE assessment system, and Child Plus.
  • Obtain, monitor, and support ongoing compliance with health requirements including dental/medical requirements, nutrition, mental health, and early intervention services.
  • Conduct family assessments and assist parents in developing individualized Family Partnership Agreements which include identifying family strengths; goal setting; meeting timelines; developing strategies and monitoring ongoing follow-up services.
  • Provide parent education and child development training to parents to assist them in developing the skills necessary to become the primary teacher of their child.
  • Develop and retain a working knowledge of community health and social service resources, including services for children with disabilities, and assist families to utilize these resources.
  • Conduct outreach, recruitment, and enrollment functions for EHS families and pre-natal moms throughout the calendar year.
  • Attends all trainings and completes recertifications to maintain compliance in Parent's as Teachers and other mandated requirements for the position.

Essential Qualifications
Education and Experience
  • Education:
Minimum Requirements: Child Development Associates Certificate (CDA) or the ability to complete a CDA within six months of hire and one-year of early childhood experience in a licensed childcare classroom setting or Home Visitor program with children birth to five years of age OR Associate Degree in Early Childhood or Human Services field with 15 early childhood semester credits. Bachelor of Arts in Early Childhood or Human Services is a preferred degree.
  • Experience:
One-year experience with infants and toddlers is preferred.
One-year experience working with low-resourced families is preferred
Home visitation experience preferred.
Or, three or more years related experience, or equivalent combination of education and experience.
Certification/Licenses/Specialized Training
Current CPR/first Aid certificates or the ability to obtain within 6 months of hire
Must have a valid Driver's License and a good driving record
Fluent bilingual language skills in English/Spanish and Spanish/English to include verbal, reading and writing required.
Driving Requirements
Valid Driver's license and good motor vehicle record

Must be an effective written communicator using e-mail, FACEBOOK, and development of hand-outs for the families.
Must be able to use and set up a virtual environment for families and staff such as Zoom or Microsoft Teams.
Must successfully complete and maintain required state or departmental physicalstandards and certifications.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
