The Superintendent invites qualified and interested persons to apply for the position of Early Childhood Specialist within the Office of Early Childhood.
This title is governed by the New Jersey Civil Service Commission; meaning that if you are the successful candidate for this position, you will be placed as a provisional employee. At a later date you will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
DEFINITION: Under direction, provides services to day care centers, with regard to teaching techniques, to aide teachers in communication with children and staff; edits an in-house newspaper; does other related duties as required.

QUALIFICATIONS AND REQUIREMENTS
1. Graduation from an accredited college or university with a Bachelor's degree.
2. One (1) year of experience in coordinating programs in Early Childhood education on an administrative level.
3. Two (2) years of experience as a Teacher may be substituted for the above experience.
4. Applicant who do not meet the above education requirement may substitute additional experience on a year for year basis with thirty (30) semester hour credits being equal to one (1) year of experience.
BASIC FUNCTIONS AND RESPONSIBILITIES
1. Visits day care centers in the county to observe educational programs.
2. Assesses and identifies needs to staff development, curriculum, assistance, and program enrichment, for long range and short term planning to needs.
3. Discusses content of observation with day care staff.
4. Plans and develops training and programs for workshops to meet needs of day care centers.
5. Maintains a Child Care Director of private and public programs serving children.
6. Maintains community resources that can be used by day care centers containing libray books, filmstrips, records, pamphlets, and flyers.
7. Edit in-house paper.
8. Helps to implement health and nutrition education workshops with the Head Coordinator.
9. Provides assistance to the advisory council in the development of specific programs.
10. Confers with parent and community groups to get them involved with day care centers.
11. Attends meetings to discuss program goals and objectives.
12. Prepares written reports of activities for submission to the Director.
13. Keeps records and files.
14. Will be required to learn utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
15. Perform other duties and tasks assigned by supervisor.
KNOWLEDGE AND ABILITIES
1. Knowledge of theories and methods of learning and teaching techniques for preschool and elementary students.
2. Knowledge of educational problems encountered by preschool children.
3. Knowledge of problem day care centers teachers have in communicating to preschool children.
4. Ability to analyze, comprehend, and interpret problems pertinent to the work involved.
5. Ability to organize assigned work and develop effective work methods.
6. Ability to establish and maintain cooperative working relationships with staff and day care center teachers.
7. Ability to evaluate teaching techniques and procedures.
8. Ability to exercise independent judgement in evaluating situations and for making determinations.
9. Ability to plan and arrange workshops.
10. Ability to prepare informative articles and news releases for the public.
11. Ability to prepare clear, concise, accurate, and informative reports.
12. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
13. Ability to read, write, speak, understand, and communicate in English, sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

SALARY, EMPLOYMENT PERIOD and UNION AFFILIATION
1. Salary Range: $51,650 - $61,650
2. Employment Period: Twelve (12) month
3. Union Affiliation: Newark Teachers Union
