To be eligible for this position, you must pass a DCYF Spanish language certification test within your first 6 months of employment. There is an additional 5% assignment pay for Dual Language based on the successful completion of the Language Certification Test.

Our Yakima office is looking for a Dual Language Child and Family Welfare Services (CFWS) Social Service Specialist (SSS3) to join an amazing team of Social Service Specialists.


The Opportunity:

As a CFWS Social Service Specialist, your primary responsibility is to ensure that children on your caseload receive timely and permanent outcomes. To achieve this, you will need to engage in critical thinking, exercise independent judgment, and protect children from harm. Also, it is vital to develop strong partnerships with families and follow all required casework management directives. In this position, you will work independently while making a significant difference in the lives of each child under your care.

Some of what you'll do:

  • Provide comprehensive assessments of casework needs for children and families.
  • Assess placement needs with families, to create nurturing environments for each child's cultural and family connections.
  • Prepare required legal documents for court, placement, medical, and travel as well as case reviews and service delivery.
  • Provide ongoing assessment of risk.
  • Provide Dual Language translation and interpretation services,
  • Provide psychosocial summaries, home studies, and other appropriate correspondence to outside agencies.
  • Monitor the health and safety of children by regular visitation in the placement facility and other settings.
  • Provide case management services to facilitate out-of-home placements including management of court responsibilities for dependency actions.
  • Document case activities, maintain case records, and initiate payments within FamLink.

Salary Ranges:

The goal class of this position is a Social Service Specialist 3. We will also consider candidates at the Social Service Specialist 1-2 level, with a training plan to advance to the goal class.


  • Social Service Specialist 1: Range 51 ($4,385. - $5,900)
  • Social Service Specialist 2: Range 56 ($4,968 - $6,676)
  • Social Service Specialist 3: Range 58 ($5,214 - $7,016)


What we're looking for (Required Qualifications):

Ability to read, write, and speak both English and Spanish fluently for providing interpretation and translation to clients. Employee must be certified, proficient, and be able to provide certification to perform duty. Certification must be obtained within 6 months of appointment.
AND one of the following:

Social Service Specialist 3

  • One (1) year as a Social Service Specialist 2.
    OR
  • A Master's degree in Social Services, human services, behavioral sciences, criminal law/justice, or an allied field.
  • Two (2) years of paid Social Service experience equivalent to a Social Service Specialist 2.
    OR
  • A Bachelor's degree in Social Services, human services, behavioral sciences, criminal law/justice, or an allied field.
  • Three (3) years of paid Social Service experience performing functions equivalent to a Social Service Specialist 2.
    Social Service Specialist 2
  • One (1) year as a Social Service Specialist 1.
    OR
  • A Master's degree in Social Services, human services, behavioral sciences, criminal law/justice, or an allied field.
  • One (1) year of paid Social Service experience equivalent to a Social Service Specialist 1.
    OR
  • A Bachelor's degree in Social Services, human services, behavioral sciences, criminal law/justice or an allied field.
  • Two (2) years of paid Social Service experience performing functions equivalent to a Social Service Specialist 1.
    Social Service Specialist 1
  • A Bachelor's degree in Social Services, human services, behavioral sciences, criminal law/justice or an allied field.

Note(s):

A two-year Master's degree in one of the above fields that includes a practicum will be substituted for one year of paid Social Service experience.

Employees must successfully complete the formal training course sponsored by their division within one year of their appointment.

One year of paid Social Service experience must include assessing risk and safety to children and providing direct family-centered practice services (strengthening and preserving family units).

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

*Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.


Preferred/Desired Qualifications:

  • Current knowledge of applicable laws, rules, and policies on delivery of child protective and child welfare services within Washington State and deliver services accordingly.
  • Demonstrated ability to implement risk assessment in all cases as defined by law and best practice using the agency-preferred risk assessment model.
  • Demonstrated knowledge of shared decision-making processes for making case plans, such as Family Team Decision Meetings, dependency case conferences, permanency planning staffing, Child Protective Teams, Local Indian Child Welfare Advisory Committee, adoption teaming staffing, and Behavior Rehabilitation Services team meetings.
  • Demonstrated knowledge of FamLink system for documentation within program and manual standards, accountability requirements and agency's documentation expectations.
