DSHS DVR Vocational Rehabilitation Counselor for the Deaf
 The job of Vocational Rehabilitation Counselor for the Deaf provides vocational rehabilitation counseling and case management to a caseload of individuals with varying types of disabilities to assist them in achieving a competitive employment outcome. You determine your own work methods with federal and agency policy and procedural guidelines to provide rehabilitation services under the direct supervision of a Vocational Rehabilitation Supervisor.  DVR may offer relocation assistance for those out-of-state and offered WA state employment with DVR.
 
 Motivated people engaged in providing vocational rehabilitation services to people with disabilities are encouraged to apply. In cooperation with other agencies and service providers, you will work with customers to complete comprehensive assessments and develop an Individualized Plan for Employment (IPE) to achieve their employment goals.
 
 Pierce County employees are eligible to receive an Orca Card for transportation needs.
 
 Some of what you will be doing:

  • Provide vocational rehabilitation counseling and devise own work methods to deliver vocational rehabilitation services to a caseload of 50-110 DVR customers with varying types of disabilities that are a substantial barrier to employment 
  • Determine customer eligibility for DVR services by obtaining and analyzing relevant medical information, identifying disability-related barriers to employment that require DVR services 
  • Determine if an individual’s disability is too significant to achieve an employment outcome
  • Responsible for communicating in American Sign Language (ASL) for individuals whose primary language is ASL 
  • Provide vocational rehabilitation counseling and support 
  • Conduct comprehensive assessments of customer needs identifying the disability-related barriers to employment that require VR services 
  • Arrange and interpret results of diagnostic testing and other vocational rehabilitation assessment tools; obtain benefit reports and interpret results to assist and counsel customers
  • Assist customers in developing and implementing an Individual Plan for Employment and monitor progress toward completion of employment goals
  • Approves each customer’s individualized plan for employment
  • Manages and spends an allotment of case service funds to authorize and pay for vocational rehabilitation services required by customers
  • Other duties as required
Who should apply: 
  • Current Certification as a Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification (CRCC)
Or 
  • A Master’s degree in rehabilitation counseling, psychology, counseling, or a field related to vocational rehabilitation (such as one that promotes the physical, psychosocial, or vocational well-being of people with disabilities)
Or 
  • A Master’s degree with at least 18 quarter or 12 semester credit hours of rehabilitation counseling courses, plus 6 months of paid/unpaid vocational counseling, job placement, vocational assessment, or other areas of rehabilitation counseling experience 
And
 
  • Must be certified by the Office of Deaf and Hard of Hearing (ODHH) in American Sign Language before utilizing dual language skills. 
  • Three years of paid experience as a vocational Rehabilitation Counselor or similar paid experience in vocational counseling, job placement, vocational assessment, or other areas of rehabilitation counseling. This experience may be gained before or after obtaining the qualifying education or CRCC certification. One year of the paid experience may be substituted with unpaid experience consisting of:
  1. Direct work with people with disabilities in a setting such as an independent living center
  2. Direct service or advocacy activities that provide you with experience and skills in working with persons with disabilities
  3. Direct experience as an employer, as a small business owner or operator, or in self-employment, or other experience in education, human resources, recruiting, or experience in supervising employees, training, or other activities that provide experience in competitive integrated employment environments.

 Preferred knowledge, skills, and abilities: 
  • Apply technical knowledge of medical and psychological aspects of disabling conditions, labor market information, transferable skills evaluations, assistive technology, and job modifications
  • Assist customers in exercising informed choices to make collaborative decisions that are consistent with appropriate vocational rehabilitation practice
  • Support customers in developing a wide variety of social, educational, and financial resources to reach their employment goals by applying multiple counseling techniques to meet the varied needs of customers 
  • Manage multiple and competing priorities within prescribed time limits 
  • Negotiate with vendors, and collaborate with other rehabilitation professionals
 
 The goal class for this role described above is for a Vocational Rehabilitation Counselor 3. We may consider applicants at the VRC1 or VRC2 level, with a training plan to advance to a VRC3. Education and experience are the differences between qualifications at each level and are evaluated by the hiring team. Starting salary depends on your qualifications. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
