Job description


The Drug Court Case Manager is an essential team member of the Adult Drug Court and Family Recovery Court in the Circuit Court. Case manager duties include assessing, planning, implementing, monitoring, and evaluating action plans required to meet the participant's health, wellness, and compliance in one of the above court programs. Direction and supervision are received from the Drug Court Coordinator.

Other duties may be assigned in addition to this list in order to accomplish the work of the department.)
  1. An employee in this class develops, coordinates and promotes specialty court programs and works with a network of community based organizations and government agencies to address drug and alcohol abuse/misuse in the county.
  2. Screen and determine appropriate treatment referral for participants.
  3. Attend all court pre-court and court hearings for each of the specialty courts.
  4. Meet with participants on a weekly basis and make referrals to ancillary services such as housing, employment, health care services, and insurance/Medicaid coverage, educational assistance (GED and higher ed), child care/Head Start for their children, family & grief counseling, transportation, reentry services, and others.
  5. Prepares reports by collecting, analyzing, and summarizing treatment and results data and trends; Compiles timely documentation of progress notes, reports, and other records for the court, grant funder, and Administrator.
  6. Consults with program administrators and specialty court team members about upcoming events, campaigns, and initiatives.
  7. Improves treatment results by studying, evaluating, and re-designing processes; implementing changes.
  8. Updates job knowledge by participating in educational opportunities; maintaining personal networks; contacting providers including mental health, treatment, doctors, employers; participating in professional organizations.
  9. Provide, navigate, access, and/or leverage support services for DRUG COURT participants
  10. Responsible for the input and output of SMART data to include: participant demographics, drug test results, treatment attendance, community service hours, and other data to track participant compliance.
  11. Attend staff meetings, training, activities, and other meetings as assigned.
  12. Some evening and weekend work required.
  13. Other duties and responsibilities as assigned.
  14. This position is considered essential.
KNOWLEDGE, SKILLS AND ABILITIES:
Proficient in Microsoft word, excel, outlook and SMART system. Ability to manage an active caseload of 20-30 people and perform in a fast-paced environment. Must be able to communicate effectively both orally and in writing. Ability to effectively present topics related to the Specialty Court programs to small and large groups. Be able to bend, stoop, kneel, sit or stand, depending upon work assignment, and to drive a County vehicle to carry out work assignments.
EDUCATION:
  • Possession of a High School Diploma and/or GED.
  • Must be certified in one of the following areas - Certified Supervised Counselor of Addiction (CSC-AD) or Connecticut Community For Addiction Recovery (CCAR) trained including Ethics and Wellness Recovery Action Planning (WRAP).
  • Motivational Interviewing certifications a plus.
EXPERIENCE:
Two (2) years' experience working in the area of addiction.
LICENSE:
Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.

Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety policies, procedures, or manual as required for this position.
  • Additional related education may be substituted for the required experience on a year-for-year basis. Proof of college degree must be provided by selected candidate.
