Job description

The County of Yolo is recruiting to fill three vacancies: two regular, full-time positions and one limited-term, full-time position in the class of District Attorney Investigator II at the Yolo County District Attorney's Office. The limited term position will expire December 31, 2026. The eligible list that is established as a result of this recruitment will also be used to fill future vacancies that may become available.

In addition to the salary posted in this job bulletin, employees receive additional compensation, up to a total of 15% of base, by stacking a maximum of two of the following incentives:
  • 2.5% for possession of Intermediate POST
  • 7.5% for possession of Advanced POST
  • 2.5% for possession of a 2 year degree
  • 7.5% for possession of a 4 year degree
  • 10% for possession of post graduate degree
Previous verified service in a State, local, or county public agency as a sworn safety member may be credited towards the calculation of vacation accrual rates/longevity pay.


Definition
Under general supervision, the incumbent performs a variety of complex, highly skilled investigative work, which may include assignments to the most difficult and sensitive investigations calling for unusual methods and techniques, and may include assignment as an investigative specialist; performs other related duties as required.
Distinguishing Characteristics
This is the journey level in the District Attorney Investigator Series. Incumbents perform skilled investigative work in the more serious criminal cases as well as sensitive cases involving public officials. Incumbents in this classification may be required to oversee and coordinate responsibilities in special investigations with other law enforcement agencies. Incumbents may be assigned to either Criminal, Family Support or Special Services positions.

  • Interviews complainants, suspects, relatives and others involved in assigned investigative cases; Obtains statements, documents and related factual evidence;
  • Examines court, police, public and governmental records needed for investigations;
  • Reviews information obtained to determine whether offenses have been committed or if further investigation is necessary in order to recommend or advise against issuance of complaints;
  • Keeps records and prepares reports relating to investigative work;
  • Makes field investigations and inspects crime scenes, gathers, analyzes and preserves evidence concerning crimes;
  • Collects, analyzes, and provides evidence concerning crimes;
  • Provides witness assistance; testifies in court; prepares and serves search warrants;
  • Makes arrests; assists local law enforcement agencies in special assignments; serves subpoenas; conducts surveillance and undercover investigations; assists in providing discovery to defense;
  • Initiates investigations based on observations and information received from other sources;
  • Obtains information from computer systems; reviews information obtained to determine whether to recommend civil action or filing of criminal complaints;
  • Performs other related duties as assigned.
  • Some positions may require the performance of different essential functions depending upon work location, assignment or shift.
Education: Equivalent to completion of at least 60 college semester units,
AND
Experience: Five (5) years of experience in law enforcement work of which two (2) years of experience is in investigative specific law enforcement work; or two (2) of experience as a District Attorney Investigator I in Yolo County, and
Peace Officer Status: At the time of appointment, incumbents must meet the Peace Officer Standards stipulated in Section 832 of the Penal Code and Section 1029-1031 of the Government Code and must possess a P.O. S.T. Basic Certificate pursuant to Penal Code Section 832.4.
Substitution: Additional years of experience may substitute for the required education on a ratio of one year for the equivalent of 30 semester units. Additional education may substitute for the required experience in law enforcement work on a year-for-year basis for a maximum of two (2) years.
Working Conditions: Willingness to work irregular hours and overtime in various geographic locations.
Knowledge of: methods, principles and techniques of criminal investigations; methods, principles and techniques of civil and environmental investigations; methods and techniques of gathering, evaluation, screening and preserving evidence, including preparing exhibits for trial; provisions of the Penal Code of the State of California; provisions of the law relating to consumer fraud, environmental protection, workers compensation fraud and automobile insurance fraud; laws of arrest, search and seizure; rules of evidence and court procedures; laws and regulations associated with family support establishment and enforcement activities; techniques of interviewing; techniques of interrogation; structure and activities of the criminal justice system and related agencies; resources available in locating individuals; report writing and record keeping techniques.
Ability to: work under volatile conditions and with hostile persons; meet tight deadlines; organize and prioritize workload to manage cases efficiently; testify in court in a direct, clear and concise manner; establish and maintain effective working relationships with those contacted in the course of work; drive a car; recall names, facts, faces, and incidents; observe and analyze situations accurately, think and act quickly in emergencies, and adopt an effective course of action; deal effectively with citizens and public officials under conditions requiring tact and judgement; assess the credibility of witnesses; obtain information through interrogations; obtain information through interviews; read and understand technical material in such disciplines as medicine, physical and social sciences; read and understand legal codes and cases; keep accurate notes and prepare clear, concise and comprehensive reports; make sound recommendations and decisions; gather, assemble, analyze and evaluate facts and evidence and draw logical and valid conclusions; operate photographic, recording and graphic equipment; operate computers and use word processing, spreadsheets and databases; use the internet.

Verification of Education
Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.
For recent graduates who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.

All foreign transcripts or diplomas must be in English. If the institution does not provide these documents in English, the applicant will need to provide a translation which has been done by a professional agency. The County of Yolo will accept education as equivalent to U.S. accreditation from Institutions that are listed as members of the International Association of Universities. Applicants who possess a degree or completed coursework that is not from an accredited college or university, must submit one of the following:
1. A written statement from a U.S. accredited university or college that states that the applicant is qualified for entrance to a program of graduate studies for which a degree in a related field is required.
2. An evaluation of the applicant's degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content, credit and grade.
Note: Foreign language documents must include a precise word-for-word English translation of all foreign language documents. It is the responsibility of each applicant to prove to the satisfaction of the County that the applicant meets the specific requirements listed on the job announcement for each specific examination. The following is a list of private organizations that provide foreign credential evaluation services. Fees range from $50 to $400 per document; processing times vary from 5-20 business days.
