Director/Counselor

Vocational Rehabilitation

Department of Human Services

Hourly Wage: $28.29/Regular/Full-Time


Responsible for the overall management of the Yakama Nation Vocational Rehabilitation Program. Duties include detailed planning, organizing, and directing the work of the program to meet goals and objectives, which is to place disabled participants into employment. Ensure client information is properly secured. Responsible for the allocation and expenditure of participant case service funds; drafts or modifies procedures and existing guidelines as necessary to meet changing tribal economic conditions or goals. Responsible for ensuring that the program follows funding agency requirements and with the Yakama Nation policies, procedures, and processes. Responsible for professional, educational, and vocational counseling to potential VR Consumers. Duties include carrying caseload in accordance with VR policies. Responsible for composition of funding grant application, reporting, and ensuring deadlines are met, deliverables are achieved. Must carry out staff development and implement high professional standards.

Examples of Work Performed:

Develops plans for achieving program objectives and operational goals; drafts or modifies procedures and existing guidelines as necessary to meet changing tribal conditions or goals.

Plans, organizes, and directs work of the program; responsible for the allocation and expenditure of participant case service funds; develops plan for achieving program mission. Plans, develops, and coordinates the program budget; monitors program budget to assure fiscal accountability assures program remains in compliance.

Understands and keeps informed of the federal, state, and local statutes, rules, regulations, policies, and procedures which affect the management and operation of the program.

Sets performance standard appropriate with service delivery of program. Provides leadership relative to management to ensure contract compliance and accountability.

Develops and maintains a service system to identify and follow-up on individuals and families who participate in the program.

Interprets DVR policies and directives to administrators of other agencies, within the community, the general public and DVR staff.

Establishes required procedures to ensure that all policies and directives are carried out.

Provide information significant to the efficient management of the Tribal VR program.

Initiates and reviews effectiveness of cooperative working agreements of understanding with other agencies to assure a maximum of cooperative effort in seeing disabled participants.

Holds regular staff meetings to provide staff with all changes or additions to the rules and regulations of the program to ensure internal communication.

Attend meetings, to gain program insight, learn about opportunities, present program information, present budget information, etc.

May be assigned new duties and tasks not included in the position description, or to assist other vocational rehabilitation staff as requested, ensuring efficient and effective functioning of the work unit to implement services.

Knowledge, Skills and Abilities:

Knowledge of federal and state laws, rules and regulations governing vocational rehabilitation.

Knowledge of the YN Personnel Policies and procedures.

Knowledge of management principles and practices; including management of people and funds.

Knowledge of report preparation and gathering data.

Knowledge of D365 system and iSolved system.

Knowledge of Microsoft Office and ability to learn software related to program.

Knowledge of tribal and community resources available to clients.

Some knowledge of current literature, trends, and developments in the area of vocational rehabilitation.

Ability to meet with the general public, outside agencies and business as well as medical offices that have a direct bearing on the program and its clients.

Ability to set goals, plan, establish procedures, and anticipate and effectuate changes as needed, within clearing established program guidelines, rules, and regulations.

Ability to plan, assign, and supervise the work of program staff members.

Ability to establish and maintain effective working relations with immediate staff, general public and funding agency contacts.

Ability to write clear and concise reports, memoranda, directives, letters using proper punctuation and grammar.

Ability to accomplish administrative tasks with minimal supervision and general direction.

Knowledge of vocational counseling, psychology, sociology; considerable knowledge of individual, conjoint and group psychotherapeutic techniques.

Thorough knowledge of and familiarity with the Yakama language, culture, and traditions.

Ability to recognize mental health problems, behavior disorders, social impairments, and organic and hereditary dysfunctions.

Minimum Requirements:

Master's degree with major course work in vocational rehabilitation counseling, social work, psychology, or coursework applicable to the requirements of the position.

10 years of relevant experience in vocational rehabilitation, including 5+ years in a management role OR an equivalent combination of related education and experience.

Must pass a pre-employment background check.

Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.

Required to pass a pre-employment drug test.
