Overview
As PNNL's Director of Quality, you will provide vision, leadership, and management to execute, simplify, and strengthen PNNL's Quality Program. You wil provide guidance, thought leadership and expertise on creating and driving the strategic use of a full suite of Quality Assurance practices and tools to provide influence and assurance to Laboratory Leadership, stakeholders, and the U. S. Department of Energy (DOE) that the Laboratory's integrated quality program enables mission needs while supporting operational excellence across the Laboratory.
In this position, you will report to and partner with PNNL's Executive Director of Performance Management/Chief Risk Officer as a senior level manager and work collaboratively with leaders across PNNL to deploy tools, measures, and mitigations essential to meeting all Quality-related contractual and regulatory obligations. As a direct report to the Executive Director of Performance Management/Chief Risk Officer, you will be one-level removed from the Laboratory Director.
You will be ultimately responsible for the leadership, management and driving strategic direction of the Quality Management and Operations Program. This will include setting direction across Quality functional areas and practices designed to enable expert delivery of high-quality research and development products and promote safe, secure, and environmentally sound operations of all PNNL facilities.
As the Quality Assurance Chief Technical Authority, you will provide thought leadership and interpretation on Quality-related requirements (such as ISO 9001, DOE regulations, and the NQA-1 standard) necessary to support research and operation projects. In addition, you are responsible for the technical direction of all Quality functional areas, including procurement quality, software quality, contruction quality, supplier evaluations, and program assessments and surveillances.
You will model and set expectations for teamwork, within the organization and in cross-functional teams, to optimize performance against PNNL goals and commitments, supporting mission success and building a legacy of quality and performance for the organization.

Responsibilities
  • Develop and maintain all policies, implementing procedures, and operating guides related to quality management functions and systems, enabling external requirements and customer needs to be appropriately analyzed and implemented through self-adopted standards and required procedures.
  • Plan, implement, and promote quality improvement initiatives, assessing overall efficiency and effectiveness.
    Manage a complex and diverse set of deployed Quality staff members to support research and operation projects and programs. This includes managing budgets, equipment, workspaces, contracts, and services to assure cost-effective use of resources.
  • Direct the development of new innovative solutions and act as an advocate for PNNL by furthering the development of DOE's Quality regulatory program and policies.
  • Develop employees and create a work environment to achieve employee and PNNL success by setting clear expectations, assisting in the development of employee performance objectives, monitoring performance, providing regular feedback, identifying opportunities for employee growth to meet PNNL needs, and cultivating a culture of connection and innovation.

Qualifications
Minimum Qualifications:
  • BS/BA and 15 years of relevant experience -OR-
  • MS/MA or higher and 13 years of relevant experience

Preferred Qualifications:
  • In-depth knowledge of DOE Quality Assurance program (DOE O 414.1D), ASME Nuclear Quality Assurance (NQA-1), Nuclear Safety Management (10 CFR 830), and ISO 9001.
  • Ability to serve as a Quality subject matter expert, influencing quality management and assurance policies and strategies, setting direction for the institution.
  • Past responsibility for compliance performance across a broad organization, including for areas where line authority rests outside of your purview.
  • Ability to negotiate and influence others internally and externally, including senior executives within PNNL and key stakeholders.
  • Knowledge of DOE systems.
  • Business analytics experience.
  • Certifications: ASQ-CMQOE, NQA-1, ISO 9001.
  • Knowledge of and experience implementing a Quality Assurance programs in a research setting.
  • Demonstrated strategic leadership, planning, staff development and coaching, and change management skills.
  • Excellent oral and written communication skills.
  • Able to negotiate and influence others internally and externally, including senior executives within the laboratory, key stakeholders, and others across the DOE complex.
  • Able to solve problems, troubleshoot, think creatively, and resolve conflicts.
  • Demonstrated ability to lead and mentor staff.

Additional Information
This position requires the ability to obtain and maintain a federal security clearance.
Requirements:

* Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
*Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
