The Director of Purchasing is responsible for making effective purchasing decisions that meet policy and staff needs, develops contractual agreements, implements a fixed assets/property control program, and is responsible for the mail distribution, copy center services, and central receiving operations. Prepares documentation for the Board of Trustees on proposal awards, purchases, and contract renewals. Develops and implements college-wide procedures in relation to purchasing, fixed assets, and mail services. Supervises the Purchasing, Central Receiving, and Distribution Services staff.

Specific Duties and Responsibilities
  1. Develops, implements and recommends procedures relating to purchasing and contractual agreements, fixed assets/property control, mail distribution, copy center, and central receiving.
  2. Directs the activities of the purchasing, fixed assets/property control, mail distribution, copy center, and central receiving programs, including automation of the processes.
  3. Oversees the Developments of bid specifications, requests for qualifications, requests for quotations, requests for proposals, and vendor negotiations.
  4. Makes recommendations for approval of major purchase agreements for materials, supplies, capital equipment, and contract services; coordinates the purchase of all capital equipment, supplies, materials, and contract services except real estate.
  5. Coordinates the activities of disposal of surplus or obsolete property.
  6. Develops, implements, monitors, and evaluates appropriate operating procedures.
  7. Oversees the assignment of all requisitions with proper organization and accounting codes.
  8. Directs the preparation and review of all procurement and contractual bid documents.
  9. Accepts responsibility for overall review and accuracy of the formal bid tabulations, value assessment, and final award recommendations.
  10. Serves as point of contact for College procurement audits, vendor challenges, and memberships in Purchasing Cooperatives.
  11. Designs and provides procurement and fixed asset training for all faculty and staff.
  12. Establishes short- and long-range goals and priorities for the department.
  13. Provides purchasing services to departments in a timely and efficient manner.
  14. Establishing and maintaining internal controls to ensure compliance with local, state, and federal procurement policy and regulations.
  15. Prepare and/or present information for board meetings.
  16. Prepare and administer assigned budgets.
  17. Prepare federal, state, and local reports as required.
  18. Responsible for maintaining accountability and sound fiscal management.
  19. Develops, implements, and evaluates the department's procedures, programs, functions, and activities.
  20. Provides input on revisions/updates of pertinent existing policies and formulation of new policies.
  21. Oversees the departmental Institutional Effectiveness (IE) plan.
  22. Maintains knowledge of the College's policies and procedures and applicable federal, state, and local laws and regulations.
  23. Travels throughout the college district, as needed.
  24. Recommends for hire, supervises, trains, mentors, assigns schedules, and evaluates the Purchasing, Central Receiving, and Distribution Services staff.
  25. Performs other duties as assigned.

Required Education and Experience
  1. Bachelor's degree required, with a focus in Business or related field preferred. Master's Degree in Business Administration or related field preferred.
  2. At least five (5) years of experience in purchasing required, preferably in a similar setting.

Required Knowledge, Skills and Abilities
  1. Excellent oral, written, presentation, and interpersonal communication skills.
  2. Strong computer skills with knowledge of Microsoft Office (Word, Excel, PowerPoint, and Outlook) and internet research skills.
  3. Ability to prioritize and manage multiple projects that require demonstrated leadership ability.
  4. Ability to analyze situations quickly and objectively and to determine proper course of action.
  5. Team player with the ability to collaborate with all college departments, functions, and other support services.
  6. Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  7. Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
  8. Demonstrated commitment to achieving the vision and mission of South Texas College.
  9. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
  10. Ability to write reports, business correspondence, and procedure manuals.
  11. Ability to effectively present information and respond to inquiries from executive management, faculty, staff, students, public groups, regulatory agencies, and/or Boards of Trustees.
  12. Ability to define problems, collect data, establish facts, and draw valid conclusions.
  13. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  14. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  15. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Checks, Certificates, Licenses, and Registrations
  1. Security Sensitive position: all applicants are subject to a criminal background check under South Texas College policy.
  2. In addition, subject to a federal background check.
  3. Must have or qualify for a valid Texas driver's license and proof of liability insurance.
  4. State Purchasing certification, preferred.
  5. National Institute of Governmental Purchasing (NIGP) certification, preferred.

Physical Requirements
  1. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
  2. Perceiving the nature of sounds at normal speaking levels with or without correction.
  3. Ability to receive detailed information through oral communication, and to make the discrimination in sound.

  9. Close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing, viewing a computer terminal, and/or extensive reading, including color, depth perception, and field vision.
  10. Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
