See Yourself as a Director, Program Delivery
The Director, Program Delivery is responsible for leading delivery of key infrastructure, DevOps and IT initiatives at Radian. The Director, Program Delivery is responsible for leading multiple technical programs. This includes identifying opportunities to evolve and transform our technical delivery capabilities, cost-justifying these opportunities from the earliest stages of planning and initiative approval, and leading these programs through delivery, and transition to ongoing support. A key facet of this role is to assess our current practices, make strategic recommendations based on technical analysis, and then lead these recommendations through implementation and measurement. The Director, Program Delivery possesses a combination of technical/DevOps and Program Management skills and strong working knowledge of infrastructure delivery, both physical and virtual. The ideal candidate possesses experience and domain expertise of DevOps, Continuous Integration/Continuous Delivery ("CI/CD"), and industry best practices around software development and delivery. This enables to collaboration with business and technical stakeholders to perform needs/gap analysis, define technical strategy and direction, set scope and priorities, develop a roadmap that meets the organization's needs, and lead delivery across all key components of the roadmap.
The Director, Program Delivery is a hybrid role Program Manager and technical lead, and the successful candidate must be able to play a dual role:
  • Lead Radian (and partner with key technical resources) in evolving our delivery capabilities (CI/CD, build practices, etc.) and implementing these capabilities across the IT organization.
  • In a Director, Program Manager capacity: responsible for identifying, analyzing, and recommending transformational opportunities, and then managing the approved strategic technical programs (scope, time, costs, quality, communications, resources, and risk) to completion.

PRIMARY DUTIES AND RESPONSIBILITIES
  • Identify and prioritize the program work streams by producing business cases to articulate the opportunity for transformation and presenting the case for change to senior management.
    • Develop a roadmap where objectives and benefit capture are articulated in a consumable plan.
    • Collaborate with the technology teams and lead the execution against the roadmap.
    • Lead the delivery of the work streams and achieve the objectives.
    • Adapt the roadmap based on findings/experience, change in direction, or funding.
    • Measure the business value and outcome of key workstreams.
  • Lead transformation of our processes and tools to modernize our capabilities around deploying infrastructure and software, helping the organization do things better/faster/cheaper.

QUALIFICATIONS
Basic Education and Prior Work-Related Experience:
  • Degree Requirement: Bachelor's Degree or Equivalent Experience
  • Work Experience: 10 years of prior work related experience

Additional Qualifications:
  • Good generalist experience, ideally working in with all layers of the technology stack.
  • Broad understanding of tools and technology:
    • Modern source control (GitHub and GitLab)
    • Continuous integration and deployment (Jenkins, Bamboo, Drone, Octopus)
    • Infrastructure As Code (IaC) (Puppet, Chef, Ansible)
    • Container Concepts using Docker
    • Orchestration with Kubernetes
    • Cloud experience (like AWS, Azure, Google Cloud, Openstack)
  • Experience with a programming language, such as Python, or Java
  • Working knowledge of databases and SQL
  • Designing, building, testing, and maintaining the continuous integration and continuous delivery (CI/CD) process
  • Automating different phases of the DevOps pipeline
  • Integrating and connecting application elements (APIs, libraries, SDKs, etc.).
  • Stays up to date with new tools and strategies, bringing recommendations for change and innovation to leadership for consideration as part of the broader strategy.
  • Experience with modern SRE/DevOps practices and culture
  • Understand fundamentals of iterative development, software development processes and procedures, the value of commitments to delivery made by a development team, incremental delivery, and the value of metrics.
  • Ability to work with the Scrum teams to develop project plans, roadmaps and manage Feature backlog. Communicate team plans, report impediments for escalation, identify risks/concerns to relevant stakeholders to help resolve.
  • Ability to build and manage a team of people for the purpose of effectively managing a project, and coordinate deliverables/tasks across multiple Scrum teams.
  • Strong organization skills with ability to negotiate and build a culture of continuous improvement.
  • Advanced problem-solving abilities and capabilities of handling multiple priorities simultaneously.
  • Ability to work independently and communicate with multiple levels, ability to build consensus on key strategic initiatives.
  • Knowledge of resource management, resource acquisition, resource effort estimation, resource leveling and project resource cost planning and tracking.
