Primary Purpose
The Director - Port Arthur Operations is responsible for the safe, reliable and efficient operation of the Port Arthur LNG Plant in accordance with the daily, monthly and annual production and business plans while meeting all regulatory requirements. Oversee Operating Staff is accountable for critical safety and production decisions and provide guidance and direction to other disciplines. Monitor and ensure operations are conducted in a manner that meets project contractual requirements, industry standards, and regulatory requirements. This is a key position on the management team and has decision making authority over the operation of the Port Arthur LNG Plant and a $200 Million OpEx Budget.
Duties and Responsibilities
  • Plans and controls all the production activities in the LNG facility including process, utilities, storage and loading to produce and export LNG.
  • Controls the development and implementation of detailed planning in the short and long term to ensure the maximum availability of the LNG plant.
  • Achieves monthly and annual operating plan, as defined by the Operational KPIs and Financial statements.
  • Manages all operational activities safely and delivers set operational targets and objectives in time and within budget.
  • Ensures adherence to technical, financial, personnel and administrative policies, procedures, and controls. Prepares regular reports on operational as well as quality, health, safety and environmental performance.
  • Provides leadership to the LNG facility, liaises with asset management, senior management, and external agencies to obtain approval for capital and operating programs. Manages operating agreements, contracts, and vendor relationships; works with legal, procurement, contractors in the development of agreements and contracts.
  • Prepares the annual operating and/or capital budgets and put controls in place for the expenditures; ensures compliance with revenue requirements, manages costs, conducts regular variance reviews, and recommends expenditures.
  • Oversees monthly and quarterly assessments and forecasts of organization's financial performance against budget, performance against financial and operational goals.
  • Manages a safe and healthy workplace for staff and ensure health, safety and emergency requirements are met including adequate emergency coverage. Provides leadership of emergency situations as required.
  • Oversees the development of all operations procedures and work instructions and trains the operations staff in the safe, reliable, and efficient methods of LNG operations through the general supervision of the Day Operations group.
  • Provides ongoing training of staff to form highly qualified teams to undertake the various activities of the Company. Ensures operators are fully trained and competent to start-up and operate the plant. Continuously identifies need for job instruction/continuous re-training and development of operations staff.
  • Develops, implements, and maintains effective procedures, new standards, protocols, processes and procedures, safety management systems, such as emergency response plans, staff training and environmental management systems; ensures facility is monitored for emergency and/or abnormal conditions.
  • Leads the effective coordination and communication between the support and business functions to achieve optimum solutions.
  • Maximizes the value generated for the Company. Optimizes the availability of the plant. Checks that annual, quarterly and monthly performance matches the agreed program. Reviews daily operations meet production targets in view of quantity and quality specified. Ensures that plant is operated and secured to appropriate efficiency standards.
  • Collaborates with other managers to contribute to the overall business targets, especially Engineering and Maintenance, HSE, and HR. Represents the Site Operations Director in his absence in addition to the normal duties.
  • Observes all regulatory codes, corporate values, (safety and health, environmental, quality and business continuity) plans and procedures as required by the facility.
  • Ensures all manpower is always employed productively and efficiently in order to minimize cost and maximize output.
  • Performs other duties as assigned (no more than 5% of duties).

Qualifications
Education
  • Bachelor's degree in Process or Chemical Engineering or related field or the equivalent combination of education, experience and/or training required. Master's degree a plus.

Experience
  • 15 years of combined operating/maintenance/engineering experience in an LNG terminal and/or petrochemical/gas including a minimum of five-year operating management experience required.
  • Broad knowledge of budgeting, and planning, scheduling required.
  • High level of HSE knowledge required.
  • Experience in LNG liquefaction facilities preferred.

  • Strong knowledge of the various types of equipment in the facility.
  • Able to communicate fluently in English.
  • Ability to address personnel HR issues from a viewpoint of fairness and practicability.
  • A participative leader that offers opinion and direction when appropriate or required.
