Job Description
Pay Rate: $140,000 to $155,000, Per Year.

Position Purpose:
This position will manage the New York region's Operational Technology teams by setting departmental priorities and allocating resources to align with business objectives and annual plans. The incumbent will lead local and support division and corporate Operational Technology initiatives, specifically in the areas of SCADA, GIS, Asset Management, Workforce Management and Non-Revenue Water. Position will support the Director of Operations in West Nyack and Manager of Operations in Westchester, Rhode Island, and Owego to support their goals.
Is responsible for strategic development, integration, technical training and maintenance activities, and adoption of systems in the operations by the construction, maintenance, engineering, production, planning and purchasing, and transmission and distribution teams. Responsible for strategically optimizing the use of technology to provide a high standard of efficient operations across departments. This role is also responsible for working with operations and customer service to lead the effort for reduction of non-revenue water utilizing data from various technologies such as customer systems, SCADA, field district meter areas (DMA) and AMI. Develop and track NRW KPI's for each system in the NY Region and report on progress monthly.
Coordinate and participate with corporate entities to set and implement technical policies, standards and guidelines for the NY Region and validate user compliance. Technical liaison for projects and applications that connect to and leverage local GIS and data systems such as workforce management, asset management, customer service, and other advanced systems.
Lead the Asset and Workforce management group to plan and schedule work for all operational departments.
Primary Duties/Responsibilities:
  • Provide long and short-term Operational Technology and asset management strategies for the NY region.
  • Prepare and maintain the department operating and capital budget for the NY region.
  • Collaborate with the Corporate Operational Technology teams to ensure alignment with standards and guidelines.
  • Participate in regional growth opportunities and due diligence as needed.
  • Lead effort to utilize data and all operational and technological systems to reduce non-Revenue water throughout NY Region.
  • Standardize departmental planning, asset management and workforce management processes for the NY region.
  • Provides guidance and recommendations to division technical services and performance teams and other operational technical systems initiatives.
  • Provides innovative uses of systems to improve workforce efficiency and optimize the management of information.
  • Drive functional consistency, process standardization and operational excellence across NY region.
  • Build relationships and engage key stakeholders in cross-functional projects and departments.
  • Define, track and report meaningful departmental metrics.
  • Provide consistent and effective communications with key stakeholders and business partners.

Qualifications
Education/Experience/Background:
  • Bachelor's Degree in business, Information Systems, computer science, engineering or related field.
  • Minimum of 7-10 years of experience working in a utility business.
  • 3 to 5 years of management experience.

Knowledge/Skills/Abilities:
  • Ability to collaborate with various technical groups and build strong relationships.
  • Excellent ability to express himself/herself orally and in writing, professional poise, and excellent presentation skills.
  • Strong team building and management skills.
  • Ability to interface with all levels of staff and management.
  • Knowledge of GIS and data system concepts is a plus.
  • Knowledge of Hexagon or other asset management systems a plus.
  • Knowledge of emerging technology and data systems and how they interact with each other.
  • Strong working knowledge of water supply, treatment operations, distribution system operations and maintenance, customer service, and engineering principles as they relate to the water industry.
  • Ability to develop and implement business processes.
  • Ability to effect change management as it relates to operational technical systems.
  • Ability to train and develop personnel in the area of operational technical systems.
  • Project and time management skills & ability to manipulate, analyze and interpret data.
