POSITION:         Director - Office of Federal and Regional Affairs (OFRA)

SALARY:            ES9 ($133,350 to $161,471)


The Bowser Administration seeks a qualified candidate to serve as the Director of the Office of Federal and Regional Affairs (OFRA) in the Executive Office of the Mayor.  The Office of Federal and Regional Affairs serves as the liaison to federal agencies, regional organizations, neighboring states and the Congress.   The Director is a key advisor to the Mayor, and leads development of strategic programs and initiative to benefit the District of Columbia.

The incumbent is responsible for managing the creation and implementation of a strategic approach for the Mayor and the District of Columbia for engagement on the Federal and Regional level which integrates all key stakeholders. This includes internal functions with District agencies and external functions with Congress, Mayor Bowser’s administration and constituents to ensure policies which are innovative and able to provide unencumbered access to national privileges, whenever possible, to District residents.   This is an Excepted Service position, and requires residency in the District of Columbia.

 

CORE DUTIES AND RESPONSIBILITIES

Under the director of the Director of Intergovernmental Affairs, the incumbent will lead at team and develop policy recommendation,  interface with Congress, federal agencies, the White House and all levels of regional governments on behalf of the District of Columbia.  The Director must posses excellent organizational, interpersonal and communication skills, and exercise independent judgment and discretion, and have demonstrated management skills.

The Director shall:

  • Manage Federal and Regional Affairs of the agency by ensuring the coordination and integration of the Mayor’s legislative agenda to support the District’s growth through strategic alignment of the Mayor’s priorities through advocacy and executing the political agenda through proactive measures. 
  • Direct a team of policy analysts and associates with demonstrated leadership skills of developing and managing organizational functions for improved advocacy and informed insight which provide guidance to District leadership.
  • Lead the creation and execution of specific government affairs strategies to ensure an increased understanding of the unique and strategic positioning of the District to Regional Affairs and continue to build the District’s reputation of high integrity, competitive leadership, and sustained performance. 
  • Build strong relationships with senior business leaders to align and communicate priorities of the Mayor’s legislative agenda. 
  • Develop a strategic direction as it relates to the Mayor’s outreach and engagement with federal government officials, issue-management teams, and ensure the involvement of trade associations.
  • Initiate vision and strategy that target federal programs that are most relevant to the District’s growth. 
  • Provide clear and measurable short-term and long-term strategies for serving federal constituents. 
  • Assist other District functions with regards to policy issues involving federal officials.

 

MINIMUM QUALIFICATIONS

  • Qualified candidates should have a Bachelor’s and an advanced degree in political science, law, or another public policy discipline with 5-8 years of public policy or legislative advocacy experience.
  • Demonstrated knowledge of public policy and processes at the local, state or federal level.
  • Documented experience, engagements and connections with state, regional and federal partners – and working knowledge and/or engagement with Congressional affairs.  
  • Ability to synthesize critical issues to develop legislative priorities and develop strategic advocacy or community engagement plans. T

 

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
