Job description

Position Summary

The Director of Youth Engagement Services will supervise the Youth Engagement Center Program Manager, Outreach/Drop-In Services Program Manager, Mack House Program Manager and provide oversite to the on-site partners including, but not limited to; Southcentral Foundation, Volunteers of America, Cook Inlet Tribal Council and others. This position will have emphasis on service delivery/system's knowledge, data quality and analysis, leadership development of staff, being a culture carrier, and a strong working knowledge of grants and non-profit budgets.


Essential Functions

  • Demonstrates a clear understanding of the Covenant House Mission, philosophy, history and tradition(s) and the underlying values upon which the Agency is founded to the staff, youth and the community we serve.
  • Ensure the safety of Youth seen by CHA, at all times and ensure security of the YEC.
  • Actively participate in all staff meetings and trainings.
  • Maintain a positive and professional working relationship with the general public, including other agencies and families of the youth we serve.
  • Demonstrate an enthusiastic commitment to the job, the agency, and the youth we serve.
  • Accept and integrate supervision.
  • Provide supervision within the Agency’s structure and guidelines.
  • Seek out new information and training in the field.

Program Development and Maintenance

  • In collaboration with the Chief Program Officer or designee, develop innovative ways to build program development with both established and new community partners.
  • Participate in the review, development, and implementation of program policies and procedures.
  • Ensure compliance with all licensing requirements, ordinances, regulations, and statutes.
  • Continually strive for best practices in service delivery to the youth we serve and the staff providing the service delivery.

Personnel Management and Position Accountability

  • Provide direct supervision to the Youth Engagement Center Residential Program Manager
  • Provide direct supervision to the MACK House Program Manager
  • Provide direct supervision to the Outreach Program Manager
  • Act as the agency liaison for the Youth Engagement Center with other service providers and on-site partners.
  • Serve on and act as a member of the Directors’ Team.
  • Maintain positive working relationships with all CHA program components
  • Integrate positive culture messaging with communications and interactions within the agency.

Budget Management

  • In partnership with the Chief Program Officer or designee, participate in the development of the YEC, Outreach, and Mack House budgets.
  • Manage requisition of program supplies.
  • Balance, oversee and manage budget; manage utilization of funds and ensure grant compliance on relevant expenditures.
  • Attend monthly budget management meetings

Grant Administration

  • Ability to manage and work within state and federal grant guidelines.
  • Provide all necessary grant reporting specifically for the programs under the Youth Engagement Center, Mack House, and OUtreach.

Training and Development

Demonstration, completion or receive training and maintain certification as required in the following:

  • Trauma Informed Care, Motivational Interviewing, human trafficking, Suicide Prevention, Cultural competency, adolescent development, mental health/substance issues
  • Identify needs in staff development and utilize resources to provide mechanisms to sustain program’s continued development

Data Management & Outcome Evaluation

  • Maintain database (ETO) management and assist in implementing data protocols.
  • Maintain a dialogue with the Data Manager to improve data design, quality and processes in ETO.
  • Analyze data to track outcomes in order to help inform program design and decisions.

Required Education

Bachelor's degree in Social Work, Human Services, Psychology, Sociology, or related field required. Master’s Degree is preferred.


Required Experience

Minimum of five years of management experience at program or agency leadership level with responsibility for all day-to-day operations of the program is required. Experience with adolescent or disadvantaged/at-risk populations through employment. Lived experience of homelessness considered an asset. Demonstrated experience providing direct supervision and evaluation of staff. Residential or shelter management and case planning experience.


Knowledge, Skills, and Abilities Required

  • Basic understanding of adolescent development; demonstrate enjoyment of and ability to relate to at-risk youth and demonstrates empathy with the joys and pains of others.
  • Knowledge of residential or shelter facility management.
  • Is approachable, builds rapport well and practices attentive and active listening.
  • Knowledge of adolescent development, family dynamics, crisis intervention.
  • Possess strong organizational skills and follow through on project and personnel commitments
  • Ability to work with people of varied cultural backgrounds and with lived experience
  • Support equal and fair treatment and opportunity for all; tolerant of people and processes.
  • Ability to work independently, using good judgment; maintain a high level of ethical standards and comply with all agency policies and procedures. Knowledge of human resource principles and practices around employee hiring, supervision, and discipline
  • Demonstrated ability to understand, interpret, and instruct others on regulations, ordinances, statutes, or licensing requirements
  • Maintain confidentiality of all youth and staff in the program.
  • Proficient with; standard computer operating systems, Microsoft Office Suite, Database Navigation
  • Excellent communication skills and attention to detail
  • Ability to provide non-judgmental feedback and motivational interviewing
  • Possess a current state of Alaska Driving License and have a clean driving record
  • Pass federal, state and local background investigation
  • Possesses personal mission and vision that aligns with collective mission and vision of CHA and ability to communicate this with the teams.
  • Ability to adjust schedule to support program needs, deadlines, or special circumstances which may include working or being available by phone outside of normal business hours, and Holidays and/or weekends as needed.

Working Conditions

  • Position is established in an office setting within the Youth Engagement Center.
  • Noise level is mild to moderate, consistent with office and residential environments.
  • Must have the ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Must have the ability to observe details within close range.
  • Must be able to remain in stationary position for extended periods of time.
  • Must be able to move within the office to access files and office equipment.
  • Consistently operates a computer and related office machinery.
  • Must be able to ascend/descend stairways in case of emergency to exit building safely.
