Responsibilities of the Director of Veteran Homes:
The Director of Veteran Homes is responsible for all aspects of the operations of contractor-operated state Veteran homes. This includes;
  1. The development and execution of a comprehensive performance monitoring and assessment system to ensure contractor compliance with the terms of the contract and a sustained high quality of care for the residents.
  2. Oversight of healthcare provider contracts, to include development of Requests for Proposals and change orders as appropriate.
  3. Management of the adverse incident response process, to include reporting, assessment, and mitigation.
  4. Management of all department property assigned to the Division of Veteran Homes or provided to the healthcare service contractor.
  5. Timely, accurate, and complete reporting on all aspects of Veteran operations, maintain the situational understanding of the Secretary and the Chief of Staff.
  6. Provide the Secretary, Chief of Staff, and other directors with timely and professional advice on all matters pertaining to Veteran homes.
  7. Organize, develop and lead the Division of Veteran Homes, to include management of the division's operational budget.

This position operates under the guidance of the Chief of Staff, with authority to organize and operate the Division of Veteran Homes so as to achieve the Secretary's intent. As a senior leader within the department, this position receives broad guidance from the Secretary and Chief of Staff and is required to demonstrate mature judgment in translating that guidance into specific actions, programs, and directives for the Division of Veteran Homes. This position has broad supervisory authority over the daily operations of the Division of Veteran Homes. This position also provides professional advice to the Secretary and Chief of Staff on all matters pertaining to the operation of Veteran homes. In this role, the incumbent will;
  • Supervise staff to Include preparing performance planning and evaluation documents and related personnel paperwork. Coach, counsel, and train, employees. Establish and monitor work processes. Implement management policies and initiatives and promote teamwork.
  • Develop department policies and procedures pertaining lo Veteran home operations and contract compliance monitoring. Ensure all Veteran homes are held to the same standards, applied in the same manner.
  • Oversee healthcare provider contracts, to include development of Requests for Proposals and change orders as appropriate. Develop and execute a comprehensive performance monitoring and assessment system to ensure contractor compliance with the terms of the contract and a sustained high quality of care for the residents. Manage the adverse incident response process, to include reporting, assessment, and mitigation. In coordination with the General Counsel, respond to complaints from residents, families of residents, and others concerning the quality of care at Veteran homes.
  • Manage all department property assigned to the Division of Veteran Homes or provided to the healthcare service contractor. ln coordination with the Director of Resource Management, ensure full operational capacity of the Veteran home facilities.
  • Maintain timely, accurate, and complete reporting on all aspects of Veteran operations, providing situational understanding for the Secretary and the Chief of Staff. Anticipate changes in the Veteran home operational environment and make timely and prudent recommendations to mitigate risks to Veteran residents and home staff.
  • Provide the Secretary, Chief of Staff. and other directors with timely and professional advice on all matters pertaining to Veteran homes, to include adjustments to performance contracts, the award of incentives or imposition of punishment in accordance with contracts, and changes to department policies governing Veteran homes.
  • Organize, develop, and lead the Division or Veteran Homes in the effective management or the Veteran home healthcare contractor operations. Lead, guide, and direct the members of the division to mission success while helping each member of the team reach their full potential.
  • Perform other duties as assigned .
A bachelors degree and a valid Nursing Home Administrator's license issued by the South Carolina Board of Long-Term Health Care Administrators. Must have at least eight (8) years of professional healthcare administration experience; to include at least four (4) years in long-term care and two (2) years of supervisory experience.
An equivalent combination of experience and training including at least four (4) years of professional long-term care experience and two years of supervisory experience.
Additional Requirements:
  • The candidate must have a thorough understanding of all aspects of the operation of a long-term care facility, to include the operating principles, best practices, and the laws, standards, and regulations governing such operations.
  • The candidate must be able to develop, implement, and sustain a comprehensive performance monitoring and assessment system to provide timely and accurate appraisals of both contract compliance and quality of care to Veteran home residents, identify best practices as well as emerging risks, monitor the implementation of appropriate risk mitigation measures, and improve the quality of service to Veterans over time.
  • The candidate must be able to manage a staff of clinical professionals; be knowledgeable of organizational leadership theory and practice; and be able to communicate effectively both orally and in writing to diverse audiences.
  • Position may require overnight travel.
  • Position may require evening, weekend and work during emergency situations.
  • Must have and maintain a valid drivers license.
  • Work ls performed primarily in an office environment, but travel and field work will be
    required in areas where there are some risks and hazards that are known, predictable and controllable.
