GENERAL DESCRIPTION OF POSITION

General Manager of the Jonesboro Economical Transportation System.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Coordinate, manage, and supervise the comprehensive daily operation of the Jonesboro Economical Transportation System. This duty is performed daily.

2. Insure adherence to all federal, state, and local laws/ordinances/policies governing JETS. This duty is performed daily.

3. Advocates for public transportation in the community. This duty is performed daily.

4. Develop, monitor, manage, and recommend adjustments to the annual JETS budget. This duty is performed daily.

5. Develop and maintain a current cost analysis of the JETS operation to include projections for manpower and equipment. This duty is performed daily.

6. Develop and maintain a current cost analysis of the JETS operation to include projections for manpower and equipment. This duty is performed weekly.

7. Perform field work necessary to plan, develop, and evaluate JETS routes. This duty is performed weekly.

8. Represent JETS before various federal, state and local entities. This duty is performed monthly.

9. Develop and maintain a current cost analysis of the JETS operation to include projections for manpower and equipment the FTA, DOT, DHS, FEMA, AHTD, OEM, and the COJ City Council. This duty is performed weekly.

10. Monitor control of and reporting of all JETS assets. This duty is performed weekly.

11. Adhere to all safety guidelines and report any unsafe condition to my supervisor. This duty is performed as needed.

12. Operates a City vehicle in the performance of essential job functions. This duty is performed daily.

13. Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 5 years related experience and/or training, and 5 years related management experience, or equivalent combination of education and experience.

COMMUNICATION SKILLS

Ability to write speeches and articles for publication that conform to prescribed style and format; Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.

CRITICAL THINKING SKILLS

Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.

Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

Supervises an extra-large group (25+) of employees who are engaged in similar activities in one or more departments.

Supervises the following departments: Jonesboro Economical Transit System

RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT

Regularly responsible for funds, building premises, inventory, or other property owned, controlled, or leased by the organization and, in addition, may have temporary custody and responsibility of patron property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization. The total value for the above would range from $1,000,000 to $10,000,000.

ACCURACY

Probable errors would normally not be detected in succeeding operations and may have serious effects in relationships with patrons and/or with the operations of other segments of the organization. Frequent possibilities of error would exist at all times, since the above mentioned areas are inherent in the job.
