Job Responsibilities

The South Carolina Commission on Higher Education is seeking a hardworking and dependablecandidate just like you to apply! The South Carolina Commission on Higher Education (CHE), located in Columbia, South Carolina, seeks nominations and applications for the agency's Director of the Officeof Academic Affairs and Licensing. The Director of the Officeof Academic Affairs and Licensing has primary responsibility for implementing and monitoring public policies related to the CHE's statutory responsibilities associated with academic programs and the licensing of non-public institutions. The Director has responsibility for the Office's activities, provides leadership to the OAAL team, directs the Office's workload and work flow, and effectively manages the review of Academic programs and the state's academic program inventory. The Director is the CHE's first point of contact with institutions' chief academic officers. The Director also serves as a key member of the agency's executive management team; participates in the management decision-making process of the agency; advises agency head and board members about academic program matters; participates in the planning and implementation of policies, rules, and procedures; and other duties as assigned. Specific job functions include but are not limited to the following:
  • Supervise staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels and trains employees. Establish and monitor work processes. Implement management policies and initiatives and promotes teamwork.
  • Effective and efficient management of the process for approval of new and modified academic programs and evaluation of existing programs; develop, coordinate, manage, and/or implement academic policies including (but not limited to) dual enrollment, transfer, mission statement changes, admissions standards, the REACH Act, and college course prerequisites; lead staff operations for the Commission's Committee on Academic Affairs and Licensing (CAAL) and the Advisory Committee on Academic Programs (ACAP).
  • The Director oversees Academic Affairs-related task forces and initiatives related to implementation of the agency's Ascend 60x30 Public Agenda. The Director recommends other studies, initiatives, and grant opportunities related to Academic Affairs or the Ascend 60x30 Public Agenda for consideration.
  • Provide effective oversight and management of the agency's administration of postsecondary licensed institutions, including ensuring postsecondary licensed institutions comply with state licensing statutes, regulations, policies, and other requirements.
  • Establish and sustain active collaboration and coordination with the SC State Department of Education on issues such as secondary to postsecondary curriculum alignment, minimum college entrance requirements, minimum academic expectations for prospective postsecondary students, increasing high school graduation rates, improving the state's college-going rate, and similarly related issues.
  • Oversee the agency's activities with the Southern Regional Education Board (SREB), including management of student participation in and certification for Academic Common Market and Regional Contract programs and staff participation in SREB task forces and other relevant initiatives.
  • Perform other duties as assigned by the President and Executive Director, such as chairing special task forces; serving on external boards, panels, organizations, and advisory committees; representing the agency at meetings and functions as necessary; and coordinating records reduction.

Minimum and Additional Requirements
An earned doctorate in an academic discipline from an accredited U.S. institution (or foreign equivalent) plus five (5) years' experience of managerial/supervisory experience, preferably, but not limited to higher education.
Additional Requirements:
  • Ability to communicate effectively, both orally and in writing, with the range of constituents (Commissioners, state and federal agencies, legislators, higher education institutions, K-12 personnel, etc.) that CHE serves.
  • Ability to understand the perspective of the many populations the Commission serves.
  • Excellent analytical ability, with the capability of synthesizing complex information concisely and clearly.
  • Extensive knowledge of state/federal programs and agency policies/procedures with the ability to apply and interpret state/ federal laws/regulations governing such programs.
  • The ability to direct, coordinate, evaluate, organize, and allocate personnel effectively, including support staff, to meet the mission of the Office.
  • May require overnight travel.
  • May be required to report to work during evening, weekend and /or during emergency situations.
  • Must have and maintain a valid driver's license.
  • Willingness to take initiative and work in a team environment.
  • Work is performed primarily in an office environment, but travel and field work will be
    required in areas where there are some risks and hazards that are known, predictable and controllable.
