Basic Function: This Director of School Safety and Security is responsible for directing and supervising school district Safety and Security functions. The duties involve evaluating, developing, and monitoring programs, practices, measures and procedures as well as staff training. The employee reports directly to, and works under the general supervision of the Deputy Superintendent. General supervision is exercised over a district security staff. Does related work as required.

Essential Duties: Within the limits of District policies, procedures, programs and budgets, is responsible for, and has commensurate authority to accomplish the duties set forth below:

Develops and drafts the District’s Safety Plan for review and approval by the Superintendent and on an annual basis prior to September 1st reviews and updates the Plan as needed;

Evaluates safety/security program and practices and develops, implements and centrally maintains new or improved security-related policies, plans and procedures;

Reviews and provides guidance to principals on the development of building-level security plans and procedures, to include periodic reviews and updates;

Establishes uniform requirements and standards for building-level plans, including required content and format;

Consults with District and school management teams on security-related matters serving as a subject matter expert and resource for best practices;

Functions as chairperson on the District’s Safety Committee, evaluating data related to the Code of Conduct, the Vadir Report, chemical hygiene and all aspects of student, staff and community safety;

Assesses security-related training needs of both security and non-security personnel, and develops, coordinates and implements training;

Maintains a central training file for security personnel, to include up-to-date New York State Security Guard certifications and documentation of mandatory Security Guard training and/or documentation of exemption from such training (i.e., police officer status, etc.);

Establishes training requirements for newly hired security personnel;

Ensures security personnel receive mandatory annual training and establishes in-service training beyond the minimum mandatory New York State Security Guard training;

Recruits and recommends for hire substitute security staff;

Works in partnership with the Greece Police Department to develop and implement joint training;

Supports District Office and school staff in conducting security-related drills (i.e., lockdown, active shooter drills, etc.);

Establishes security-related drill requirements, frequency of drills, protocols for drills, provides relevant scenarios and responses, debriefs after drills, reports results in writing on a quarterly basis and provides remediation of deficiencies as identified during the drill;

Identifies trends and patterns and addresses them with District administration to ensure necessary actions are taken to ensure a safe school environment.

Reports on trend analysis and makes recommendations to the Deputy Superintendent for procedural/policy changes, prioritizing staffing, training, equipment and physical security needs.

Serves as liaison between the school district and the Greece Police Department, the Emergency Communications Department (911), the District Attorney’s Office, and other public safety agencies for violations of law on school district grounds;

Works with the Greece Police Department on policies, procedures and programmatic issues relating to the School Resource Officer Program;

Serves as the District’s liaison with the security departments of other school districts;

Participates on security-related committees and task forces as the District Representative.

Conducts investigations of incidents occurring on school grounds and determines whether to contact law enforcement officials;

Acts as lead staff negotiator with suspects or students who may bring harm to themselves or others;

Conducts periodic security-related inspections of District facilities to include physical security issues and operability of security-related systems (i.e., radios, cameras, assistance alarms, etc.) and report inspection results to school and District management and make recommendations for remediation of identified deficiencies, and follow up to ensure corrective action is taken where identified.

Conducts after-action reviews of significant incidents and events to assess the District’s response, identify procedures that worked well, make recommendations for improvement areas, and to identify staffing, training, equipment, and physical security needs in the form of a written critical incident report.

Reviews reports filed by security personnel, identify report-writing deficiencies and arrange for remedial training as needed.

Assists as needed in the investigation of complaints against security personnel.

Acquire and maintain current knowledge of Federal and State security regulations pertaining to school security, recent court decisions and statutory changes impacting school security operations and best practices for school security.

Evaluates current safety procedures and policies regarding school bus departure, loading students and bus safety;

Tours school facilities to inspect shops, classrooms, traffic and storage areas to assess safety hazards and ensures all safety training and protocols are in place prior to September 1st of each school year.
