Job description

EPIC Long Island is currently seeking a Director of Residential Services.

Under the general direction of the Senior Residential Director, the Residential Program Director is responsible for the overall management, supervision and operation of the assigned residential facilities, its staff, and for the delivery of services to the men and women residing in homes operated by EPIC Long Island. The Residential Program Director is responsible for the direct supervision of assigned Senior Residential Managers, Residential Managers and Assistant Residential Managers and the indirect supervision of Direct Support Professionals. The Residential Program Director is also responsible for ensuring that all individuals receive on-going quality care. The Residential Program Director will provide overall leadership, vision and direction in the areas of individual services, program development, physical plant management, regulatory compliance, strategic planning and program staffing to the residence manager. The Residential Director is expected to be a leader who will initiate and foster relationships with the people we support, their families and the greater community. Essential Functions: ▪ Train and provide supervision and guidance to the Senior Residence Managers, Residence Managers and Assistant Residential Managers through monthly support meetings and/or as needed. ▪ Address performance issues through performance improvement or corrective action measures. ▪ Ensure that the rights, health, safety and personal outcomes of the people living in the residence are supported at all times. ▪ Review requisite documentation including goals, service documentation, medical, financial, etc. for all residences within scope, for accuracy, thoroughness and timely filing in a manner in accordance with New York State, Federal and Agency policy/best practices. ▪ Accurately and positively communicate agency philosophy, administrative decisions, etc. to all team members in a timely and professional manner. ▪ Ensure completion of initial evaluation, monthly observations/feedback and annual evaluations, in all programs within scope, in accordance with Agency policy/best practices. ▪ Review and submit billing as required. Review residence rosters on a regular basis, to ensure all authorized hours are accurate and in line with budget. Monitor overtime effectively. ▪ Ensure and monitor that all team members obtain/maintain requisite certifications and trainings in accordance with New York State Regulations and Agency policy/best practices. ▪ Ensure follow through on all recommendations and plans of action resulting from internal audits and external surveys in accordance with New York State regulations and Agency policies/best practices. ▪ Fill in for Residential Managers during vacancies and when shifts cannot be covered. ▪ Full On-Call Responsibilities. ▪ Facilitate the coordination of services for the consumers. ▪ Identify, develop and implement best practices to improve systems, procedures and processes. ▪ Ensure the programs’ compliance with all regulations; and agency policies, procedures and standards. ▪ Ensure consumer’s individual program plans are implemented as prescribed; and protect and uphold the rights of the individuals served. ▪ Ensure programs are managed within budgetary guidelines ▪ Ensure consumers’ finances including but not limited to personal allowance, clothing and burial funds. ▪ Ensure petty cash accounts are effectively and accurately managed. ▪ Ensure incidents and reporting of incidents are managed as per agency guidelines and all regulations. ▪ Conduct accurate and comprehensive investigation and administrative reviews as it relates to the JOB DESCRIPTION Page 2 of 4 consumers and/or employees. ▪ Communicate effectively with individuals served, team members, other departments, families, visitors and others. ▪ Serve as the liaison with other service providers including but not limited to sheltered workshops, day habilitation programs, hospitals, doctors, and Case Managers, neighbors and community contacts, as needed. ▪ Serve as the primary contact for family members, advocates, guardians, and others who are involved with the individuals; and develop these contacts in a manner which is most beneficial to the consumers, as needed. ▪ Assist with the development of training curriculum. ▪ Attain and maintain Approved Medication Administration Personnel (AMAP) certification; and administer medication where required. ▪ Perform SCIP-R, CPR and First Aid as required. ▪ Actively participate in all mandatory trainings, in-services and conferences as required; maintain certification in all mandatory trainings. ▪ Serve as Chair or Co-Chair and/or actively participate in special projects or committees, e.g. Dinner Dance, IRC, HRC, Employee Recognition, etc. ▪ Serve as program director in his/her absence. Supervisory Functions: ▪ Effectively direct and develop manager’s competencies and skills. ▪ Execute and convey to staff agency and program policies and procedures. ▪ Manage staff performance; provide on-going, effective and timely feedback. ▪ Objectively evaluate manager’s performance and implement development plan. ▪ Ensure all employees are effectively trained to perform their job functions, to meet regulatory and agency standards. ▪ Ensure all employees’ performance is objectively and effectively managed. ▪ Ensure program’s staffing needs are met and manage staffing patterns. Other Functions: ▪ Provide direct service to individuals as required. To serve as a member of the Emergency On-Call Team, including being the administrator on call which can be 24/7. Attend to individuals’ health needs as required. Ensure the individual’s health and safety. ▪ Provide assistance to other EPIC Long Island residences as required. ▪ Drive agency vans. ▪ All other duties as assigned. Qualifications: Education: Master’s Degree in Human Services or; Bachelor’s Degree and a minimum of two years’ experience with the developmentally disabled and/or mentally ill populations or; High School Diploma and a minimum of five years of professional management experience, one of which includes working directly with individuals with developmental disabilities and/or mental illness. Certification/ License: Valid and clean New York State Driver’s License. AMAP, CPR, SCIP-R and First Aid preferred. Experience: A minimum of five years of professional management experience, one of which includes working directly with individuals with developmental disabilities and/or mental illness. . A minimum of three years experience as a residential manager in an OPWDD certified program. Page 3 of 4 Knowledge, Skills and Abilities: Strong knowledge of OPWDD and/or OMH regulations Demonstrated competency in all state, local, federal regulations and agency policies relevant to the operation of all certified/uncertified agency locations. Willingness to be on-call and work a flexible schedule. Willingness to travel. Demonstrated ability to consistently perform functions and responsibilities of managing a residential program. Demonstrated ability to perform functions of Program Director, in his/her absence. Ability to work autonomously, with minimal oversight and supervision. Highly organized and able to handle multiple priorities. Detail-oriented, multi-task capable and able to work under pressure in a fast paced environment; and meet deadlines. Ability to read, analyze, and interpret general business and professional literature, technical procedures/instructions and governmental regulations. Ability to write reports, business correspondence. Self-Starting and ability to work independently and with minimal supervision. Ability to influence people and build strong relationships with individuals & co workers. Ability to work in a team environment. Strong skills in both verbal and written communication. Able to exchange information with other people concisely and accurately. Ability to apply common sense understanding to carry out instructions furnished in written and oral form. Ability to deal with problems involving several concrete and intangible variables in standardized situations. Ability to work flexible hours including late evenings, early mornings, overnight and weekends. Strong mathematical skills with the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions. PC skills—Microsoft Office (Word, Excel, PowerPoint and Outlook).
