Position Summary:
Reporting to the VP of Finance and Corporate Controller the leader of the reimbursement department will be responsible for the oversight and execution of governmental reimbursement for the health system. The leader of Reimbursement oversees a department of seven with responsibilities including preparing and filing cost reports, governmental regulatory filings, governmental audit requests, and general accounting functions relating to reimbursement. The leader of Reimbursement is the reimbursement subject matter expect for the health system and is a key advisor to senior leadership contributing expertise to matters including but not limited to business development, financial planning, performance improvement initiatives, and managed care contracting. The leader of Reimbursement engages and manages approved external resources to support the reimbursement strategy of the health system as needed.
Key Responsibilities:
  • Oversees, establishes strategic goals for and directs the reimbursement department members reporting into the position ensuring timely and accurate delivery of information. Develops team members with training and education and institutes appropriate succession planning.
  • Responsible for the overall reimbursement strategy for the health system. Identifies, summarizes and presents opportunities for reimbursement enhancements or other margin improvements to senior leadership.
  • Prepare and file Medicare and New York State ICR Cost Reports, Home Office Cost Report and other required regulatory filings.
  • Prepare and file required claims submissions related to OMH and OASAS reimbursement programs for behavioral health programs of the health system.
  • Manage and respond to multiple concurring regulatory audits from Medicare, Medicaid and other jurisdictions. Primary point of contact for the health system for such audits and inquiries.
  • Manage and reconcile the Periodic Interim Payment system for one system hospital.
  • Assess financial and regulatory impact of new and proposed rules and regulations to the health system and clearly articulate results to senior leadership.
  • Serve as a key advisor and reimbursement subject matter expert in areas of business development, financial planning, managed care contracting and other areas. Represent the finance department on related system committees as needed.
  • Responsible for general accounting functions impacted by reimbursement including balance sheet reconciliations of third-party liability and receivable accounts, pass-through revenue calculations, assessment and recording of related estimates.
  • Support the year-end financial statement audit by creating and providing supporting analysis for all third-party payor accounts, valuation allowance reserves and related footnotes.
  • Provide detailed calculations and support for Federal Form 990 Schedule H.
  • Production and distribution of daily and monthly patient service statistics for the six system hospitals.
  • Perform other related duties incidental to the work described herein.
Minimum Requirements:
  • Master’s Degree in business administration, healthcare administration, or a related healthcare field is preferred.
  • Ten years of governmental reimbursement experience in a complex healthcare organization is required
  • In depth understanding of Medicare and Medicaid principles of Reimbursement inclusive of IPPS, IRF PPS, IPF PPS and HCRA.
  • In depth understanding of related government reimbursement programs inclusive of DSH, IME, GME and Allied Health data.
  • Understanding of NYS OMH and OASAS reimbursement requirements and submission processes.
  • High degree of initiative coupled with strong interpersonal and communication skills to generate a sense of trust and teamwork.
  • Ability to develop and maintain trusting and effective relationships with system and facility leadership teams, physicians and business partners.
  • Comfort with shared ownership of programs, initiatives, and deliverables.
  • High degree of integrity and personal conduct that is reflective of the mission and values of Catholic Health.
Posted Salary Range: USD $175,000.00 - USD $215,000.00 /Yr. :

This range serves as a good faith estimate and actual pay will encompass a number of factors, including a candidate’s qualifications, skills, competencies and experience. The salary range or rate listed does not include any bonuses/incentive, or other forms of compensation that may be applicable to this job and it does not include the value of benefits.
