OCF administers a number of City-supported programs, including Out-of-School Time, WorkReady, Community Schools, PHL Pre-K, and Access Centers. The office also oversees the Department of Human Services (DHS), Philadelphia Parks & Recreation, and the Free Library of Philadelphia.

The Philadelphia Department of Human Services serves approximately 10,000 children per year with a workforce of over 1,500 employees; and a wide range of child welfare, delinquent, and community-based service providers.

Job Description


Position Summary

The role of the Director of Quality Assurance is to continuously improve the quality of the work conducted in the Finance division at the Department of Human Services in the areas of Eligibility, Determination and Provider Verification. This position is responsible for fostering change that utilizes the implementation of existing and updated bulletins, policies, and regulations by our State and Federal funders to increase invoicing opportunities to obtain funding for the provision of Quality care and programming to the children, youth and families served. The Director of Quality Assurance ensures performance indicators are met with high-quality products and delivered on time. The role oversees all the systems, processes, and initiatives that alleviate quality issues in conjunction with the Administrative Officers. This position reports directly to the Operation Director. The Director of Quality Assurance position will provide leadership and management to the daily operations of the following units:

  • Provider Verification

  • Provider Licensure and Record Keeping

  • Medical Eligibility Training

  • Internal Quality Assurance

Essential Functions

  • Work with Operations Director to set strategic priorities, identify areas where leaders should direct their focus, implement and track metrics for success related to compliance with State and Federal funding requirements;

  • Coordinates efforts with Administrative Officers, cross divisional partners, external providers and serves as primary departmental liaison to OCYF;

  • Lead the Operation and Management of Quality Assurance process for State audits, providing information and assistance to ensure complete and thorough reviews; completes reports on all such coordinated activities and issues in a timely manner;

  • Director is responsible for managing all QA functions, working with cross-departmental leadership to deliver high quality products on schedule;

  • Effectively communicate and coordinate with all individuals and organizations charged with the accomplishment of those tasks required to schedule and complete all inspections as required by the Federal and State and City regulations;

  • Engage all levels within the organization in the process of identifying, implementing and enforcing newer and better ways to exceed fiscal functions that influence programming success. Ask questions and actively listen in an effort to ensure a complete understanding of cross divisional ideas and concerns.

  • Director works with internal partners whose responsibilities relate to compliance and production

  • Ensure monitoring of provider licensees for compliance with audit, compilation, review, and other attestation standards.

  • Develops programs and procedures to monitor activities within the department around provider verification, licensing and medical eligibility.

Competencies, Knowledge, Skills and Abilities

  • Follow all data integrity and good documentation practice requirements

  • Ability to analyze and comprehend organizational and procedural problems involving work production, work flow, forms, records systems, and staff utilization.

  • Prepare and interpret a variety of reports, charts, process maps, action plans, and other materials

  • Present ideas effectively, both orally and in writing

  • Supervise and coordinate the work of a staff of professional, technical and clerical personnel

  • Analyze complex organizational and procedural problems involving work production, business process flow, data systems, and staff utilization

  • Timely submission of work and clear communication of status on projects, reports and timelines to Operations Director and Chief Financial Officer.


Qualifications

  • BA required or master’s degree preferred in social services, public policy or business administration.
  • At least five (5) years working in fiscal management at the supervisory level.
  • At least five (5) years working in social service agencies, three (3) years of which included advanced level program analysis and strategic planning.
  • At least three (3) years of full-time equivalent experience in a business or executive management role.
  • Proven experience organizing and directing multiple staff and projects
  • Experience planning and leading strategic initiatives
  • Experience complex financial/fiscal analysis and reporting.
  • Project scoping, management, and delivery.
