The Director of Public Affairs and Strategic Initiatives is responsible for managing and implementing Strategic Initiatives with broad impact internally and externally. This position oversees the external affairs department, partners with PP Advocates, collaborates with internal and external stakeholders, and is responsible for helping lead change and empowering staff to take action in support of MBPP’s mission of providing exceptional health care services, honest education, and fearless advocacy.

Essential Functions

    • Public Affairs:
    • Work closely with Planned Parenthood Advocates and Planned Parenthood Alliance, to prioritize, coordinate and implement advocacy, voter identification, voter engagement, and mobilization programs.
    • Direct and manage voter engagement tactics including Phone/text banking, doorbelling/canvassing, crowd canvassing, visibility efforts, grassroots lobbying, rallies, media events, and tabling.
    • Develop, grow, and maintain influential relationships with coalition partners, elected officials and their staff, community organizations, business organizations, media, the general public, the voting public, and other Washington State Public Affairs staff.
    • Be knowledgeable of 501c(3)/501c(4) and PAC legal and compliance issues; work on a contracted basis to support Planned Parenthood Advocates of Greater Washington and North Idaho (PPAGWNI) efforts.
    • Participates in PPFA Senior Public Policy calls, affinity groups and with other policy entities at PPFA as well as other partner organizations such as NFPRHA.
    • Coordinate and/or conduct speaking presentations related to MBPP’s public policy issues.
    • Develop presentations and other policy materials as needed – may include research and synthesis of various data from internal and external sources.
    • Facilitate firewall, independent expenditures, and candidate endorsements.
    • Build community and political support for MBPP campaigns.

    • External Affairs:
    • Oversees all MBPP external activities, assuring that MBPP is well represented at community engagement opportunities.
    • Provides mentoring and supervision to external affairs departments; supervises Public Affairs Manager.
    • Assures adequate oversight for grant projects including Raiz Fellows, assures grant requirements are met or exceeded and reports are submitted prior to deadline.
    • Oversee media relations, including building relationships with reporters and community figures, oversee social media, marketing, and serves as an MBPP’s spokesperson as needed.
    • Develop, coordinate, implement and evaluate MBPP’s public policies and strategies.
    • Partner with key stakeholders in order to design and implement plans to identify, recruit, and mobilize activists to support campaigns and projects.
    • Manage External Affairs Department, grants, projects, and programs.
    • Provide leadership in coalition activities and initiatives that further the policy agenda of MBPP.

    • Internal Affairs
    • Develop relationships with leadership of all MBPP departments to ensure collaboration between external facing staff and internal facing staff across the affiliate.
    • Utilizing MBPP’s education department resources, partner with Operations and Clinical Leadership for education and training for health center staff.
    • Provide leadership training for managers and lead staff.
    • Engages health educators to provide health center staff training as requested.
    • Serve as a role model for our In This Together(ITT) workplace values and service standards.
    • Attends meetings and trainings as required.
    • Demonstrates trustworthy and respectful behavior.
    • Performs all duties of position.
    • Regular, reliable, flexible, and punctual attendance required.
    • Responsible for communicating positively and holds self and team members accountable; works to increase team spirit.
    • Reads agency email daily and responds appropriately.
    • Abides by all MBPP policies and procedures regarding patient privacy and confidentiality.
    • Perform other duties as assigned by supervisor.

Qualifications

    • BA/BS in political science, communications, and/or related field preferred, or comparable professional experience.
    • 5+ years’ experience in community advocacy, communications, background in political settings or social service agency preferred; must be able to work independently and in a team, must have strong interpersonal skills and demonstrate a high level of emotional intelligence; ability to interface with diverse communicates; experienced with public speaking.
    • 3+ years of health center experience preferred.
    • Understanding of c3 and c4 organizations and e-organizing required.
    • Skilled in group facilitation and training methods; customer service skills are essential.
    • Computer proficient with Microsoft Office, various social media platforms (Facebook, Instagram, Twitter, etc.) and understanding of working with databases.
    • The ability to use PCs, conferencing, and presentation equipment, as well as telephone equipment is essential.
    • Use of standard office equipment and ability to move within a standard office setting.
    • Ability to walk to do door-to-door canvassing, as well as ability to stand for long periods of time while doing crowd canvassing, visibility, or tabling.
    • Ability to read, write, speak, hear, and understand English is required.
    • Bilingual in Spanish preferred.
    • Must have a valid driver’s license and insurance.
    • Flexibility in work schedule is required, including working early morning, evenings, and weekends throughout MBPP’s service area as well as ability to travel as needed locally, throughout the state and on occasion, nationally.
    • Successful completion of a criminal background check.
    • Strong commitment to the mission of MBPP and ability to effectively communicate MBPP's mission and values to all.

    • Strong ability to organize and successfully manage multiple tasks simultaneously under tight deadlines.
    • Demonstrated ability to work independently as well as within a team and meet deadlines.
    • Must possess the skills to collaborate across groups and departments, connecting with and exhibiting a solid understanding of strategic priorities.
    • Excellent writing and verbal communication skills.
    • Strong initiative, self-motivated, and the ability to work under pressure and produce quality work within tight time constraints.
    • Must be able to communicate and build support among diverse groups . Strong commitment and ability to recruit, train, manage and perform the following voter engagement tactics including but not limited to: Phone-banking, doorbelling/canvassing, crowd canvassing, texting activation, visibility efforts, grassroots lobbying, rallies, media events, and tabling.
    • Strong motivational skills, work ethic, and desire to mobilize citizens to be more actively involved and engaged in order to achieve progressive engagement on the local, state, and national level.
    • Demonstrated capacity for strategic thinking to identify and develop good organizing strategies appropriate to the accomplishment of organizing goals.
    • Ability to effectively mobilize people who are committed to reproductive health and rights, defending, and increasing access to family planning services and sexuality education, and ensuring that a woman’s right to choose remains secure.

Working Conditions/Physical Demands

    • Requires hand-eye coordination; finger dexterity, corrected visual acuity and a combination of sitting, standing, climbing, stooping, balancing, kneeling, crouching, crawling; carrying, pushing, pulling lifting moderately heavy objects and materials of 20-30 pounds; may occasionally be required to exert heavy physical effort involving heavier objects and materials up to 50 pounds with assistance.
    • Exposure to routine office conditions as well as adverse environmental conditions such as dust, temperature and noise extremes, odors, wetness, and vibrations.
    • Variable hours to including some evenings and weekends.
