DescriptionJob SummaryThe Director of the Physical Plant II provides professional expertise to facilities management and construction relating to institutional planning, scheduling, design and execution of new construction, remodeling and renovation work, and utility infrastructure upgrades. In addition, the Director of Physical Plant II coordinates the safety and security for all campuses.Nature of WorkThe Director of the Physical Pant II is responsible for overseeing and directing all aspects of facilities management, including maintenance, custodial, safety, security and central plant functions. Job responsibilities contribute to ensuring the effectiveness of operations or services having significant impact within the institution or department systems and involves application of policies and practices to complex or important matters, as well as require the ability to integrate resources, policies, and information for the determination of procedures, solutions, and other outcomes.

Additional responsibilities include overseeing the day-to-day operations of the facilities personnel to assure the operation and maintenance of all planning, improvements, facilities, and utility systems.Results are defined by the institution and division strategy, mission, and vision. The Director of Physical Plant II sets own goals and determines how to accomplish results with few or no guidelines to follow, although precedents may exist. Problems faced in this position are highly varied, complex, and often non-recurring, which require novel and creative approaches to resolution.

New concepts and approaches may have to be developed. Decisions have significant, broad implications for the management and operations of a division/entire institution as well as contribute to decisions on the overall strategy and direction of the entire institution.Examples of DutiesDistinguishing CharacteristicsPerforms other functions as required or assigned. Also complies with all Policies and Standards.Facilities/Physical Plant Management* Develop, administer, and supervise an effective, efficient, maintenance program for all buildings including cleaning, grounds maintenance, and building equipment maintenance.* Reviews and evaluates maintenance standards, procedures and work methods.* Performs periodic inspections of building equipment and grounds and schedules short and long term repair programs for proper upkeep.* Assists the Vice President for Finance and Administration in planning and development of new construction and modernization of existing facilities.* Assist with the selection and securing of maintenance tools, mechanical equipment and cleaning supplies.Safety Management* Implement and maintain a system of records that deal with law enforcement on campus.* Ensures all personnel follow sound safety procedures and adhere to regulations governing their work.* Assist with the gathering, analyzing, processing, publishing and disseminating crime data statistics as required by the Student Right-to-Know and Campus Security Act.* Responsibility for the selection, training and level of work for all members of the Security Department.

Assists in developing, implementing, revising and enforcing security methods, policies and procedures concerning all aspects of law enforcement within the institution.* This position works with and gives on the job training to the Security Officer on all shifts to insure cohesiveness within the department and supervises investigations by the officers and assists when necessary.* Advises institutional officials of proper courses of action to be taken during emergency conditions. Assists in devising methods of meeting emergency conditions with maximum efficiency and minimum disruption of over-all operations. Provides effective response to emergency security needs as required by circumstances.

Directs the operation of an effective liaison and communication system with other law enforcement agencies* Travel between campuses/sites required.* Responsibly for training and level of responsibility for the Crises Response Team Members out lined in the Crises Manual.* Monitors current security at all locations and responds to incident reports* Chairs monthly Safety/Loss Committee meetings. Provides agenda and direction of the meeting* Reviews, evaluates responses to incident and injury reports (workers and students), reports to the Safety/Loss Committee and supervisor.* Reviews, updates and posts the New River CTC Emergency Response Manual and Flip Charts* To protect the institution's assets through an efficient and effective risk management and loss program.* First responder on campus/institution emergencies: Available 24 hours/7 days week* Provides email/Hawk Nest publications/communications with safety awareness surrounding updated data from CDC, WV Ready, Local Health Departments for Faculty, Staff and Students.* Investigate, evaluate and respond to BRIM Loss Prevention Reports issued by BRIM across the institution. Set measures in place to ensure future compliance.* Update and respond to the BRIM Renewal Questionnaire* Update and respond to the WV BRIM Loss Control Questionnaire* Holder of the Daily Crime Log as required by the Clery Act.

Update log daily.*Fleet Management* Name an Agency Fleet Coordinator (AFC):* Report on FMD's form DOA-FM-006, Agency Fleet Coordinator Contact Profile* Must complete on or before July 1 each year* Notify Fleet Management Department (FMD) of any changes within 30 days using DOA-FM-006 form* Monitor and enforce policies and procedures governing acquisition, assignment, use, loss or damage, maintenance and repair of state vehicles.* Ensure the prompt payment of all fleet-related invoices: Fuel, driver training and maintenance invoices* Maintain agency's list of state-owned vehicles.* Acquire and Decommission vehicles (prior approval from FMD required).* Attended annual AFC training with WV State Fleet Management Office* Attended monthly AFC training sessions, via webinar sessions* Assign agency vehicles to drivers (notify FMD of overnight parking changes).* Manage maintenance and repairs and fuel expenditures.* Submit PRF for expenses for fleet vehicles* Request and coordinate driver training with Fleet Management and ARI* Review and update maintenance of state vehicles in ARI* Monitor and control vehicle utilization for optimum use and efficiency.* Review inappropriate use and provide training/discipline to employee when necessary* Ensuring WV State Insurance cards are placed in all state vehicles* Implementation of driver log book for each new vehicle, including current vehicles are in place and current.REPORTING* Fixed Asset entry of NRCTC vehicles* Annual Report sent to FMD each year* Monthly Vehicle odometers as requested monthly: by the 5th of each month* Monthly Vehicle commuting miles: Monthly* Monthly Rental Vehicle data* Monthly Personal Reimbursement* Accidents to BRIM and yearly new Insurance Cards* Utilization Exemption Requests to FMD starting July 1 each year* Vehicle data changes reported to FMD using DOA-FM-021, Vehicle Change Request formProfessional DevelopmentCompliance training is to be completed routinely and timely.Participate in additional professional development opportunities through LinkedIn Learning and professional organization affiliations.Minimum QualificationsEducationEducation LevelField of StudyRequiredPreferredBachelor's DegreeEngineering, safety, management or related fieldXExperienceIn addition to the knowledge/education, the following related work experience is typically required, for this position.
