Job description

Summary

The Director Network Engineering & Operations will provide oversight, direction and assistance to the Network Engineering and Installation Department to ensure quality communication facilities, adequate capacity and up to date services and features are available to all NANA Regional Broadband Network (NRBN) customers. Also, will provide input to specific Senior Management requests.

 

Essential Duties and Responsibilities

  Directs the activities of employees engaged in engineering, installing, upgrading, maintaining, and repairing central office switching, transmission, power, network and other ancillary equipment, systems and services utilized in the NRBN network. And their coordination of these projects with others.

  Directs Telecom Engineers in their duties of designing, analyzing, maintaining, and implementing current customer and company networks with regards to traffic, services, technological advancements, customer needs and requests

  Ensures regulatory compliance as it relates to NRBN Telecommunications Network.

  Remains current on new technologies, systems, and services.

  Reviews proposed installation plans and schematic drawings to ensure that proposals are compatible with existing equipment and adhere to specifications.

  Approves, prioritizes, and closes all Network Engineering and maintenance projects.

  Prepares an annual operating and capital budget for approval, including work force requirements, production schedules and requirements for equipment replacement.

  Develops and maintains budgetary guidelines for approved budget.

  Provides regular updates to the immediate Supervisor.

  Develops emergency plans to deal with catastrophic events.

  Aids other departments and personnel to help develop and implement new and advanced telecommunications products, services, and tariffs.

  Carries out supervisory responsibilities in accordance with the company's policies and procedures.

  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising, performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  Must be willing and able to travel, as required, to job sites which may include the use of small planes and boats.

  Must be able and willing to work on call during nights, weekends, and holidays.

  Must be able to perform other duties as assigned.

Minimum Requirements

  Associate of Science degree in a relevant engineering discipline and fifteen years' experience in the telecommunications industry, OR a minimum of twenty years of experience in the telecommunications industry; OR an equivalent combination of education and experience.

  A minimum of eight years' experience in a supervisory or project management capacity.

  Must have a thorough understanding of the installation, operations, maintenance, testing and provisioning of all Central office switching, transmission, power, networking and other ancillary equipment and systems from various manufacturers utilized in NRBN network.

  Must have a thorough understanding of the various telecommunications protocols and services utilized in the public and private sectors of the telecommunications industry.

  Must be legally employable by any employer in the United States and not require sponsorship.

  Ability to read, analyze, and interpret the most complex documents.

  Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the business community.

  Ability to effectively present information to your supervisor and others.

  Ability to comprehend and apply principles of calculus, geometry, and algebra.

  Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.  Ability to deal with a variety of abstract and concrete variables.

  Ability to define problems, collect data, establish facts, and draw valid conclusions.

  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form.

  Valid Alaska driver's license required.

Preferred Requirements

  Bachelor's degree in a relevant engineering discipline and experience in the telecommunications industry preferred.

  CPR certification preferred.

 

Working Conditions and Physical Requirements

Weather: Indoors - environmentally controlled; requires most or all work to be done inside. While performing the duties of this job, the employee is occasionally exposed to severe weather conditions.

Noise level: The noise level in the work environment is usually moderate.

Description of environment: Office building with standard office environment. The employee is occasionally exposed to moving mechanical parts; high, precarious places; and risk of electrical shock.

Physical requirements:  Employee is required to frequently lift and/or move up to 50 lbs and occasionally lift and/or move up to 100 lbs. Frequently required to sit, stand, walk, use hands/fingers to handle or feel, climb, stoop, kneel, crouch or crawl, talk/hear, see, taste/smell, and carry weight/lift.

Travel: Yes. Must be willing and able to travel up to 35% of the time, as required, to job sites which may include the use of small planes and boats.
