General Description:
The Director of Material Management serves as a key member of the Sr Director for Administrations leadership team working in the Office of the VP for Finance and Administration. This position oversees the procurement, contract management, risk management, and warehouse functions. The Director of Materiel Management will direct employees that supervise either the centralized procurement, contracting and materials handling functions. The work involves planning and budgeting for purchases, formulating policies, developing procedures and supervising the day-to-day operation in a manner that minimizes costs of supplies and services.
Duties and Tasks:
  • To provide strong leadership, vision, executive level managerial and administrative assistance to the Senior Director of Administration
  • Through outstanding management and leadership expertise, the position is expected to maximize the effective use of people, dollars and equipment in the accomplishment of the financial and support operations of the Northern Virginia Community College
  • Manage a safe, controlled and efficient system for the recording, collecting and depositing of state and local property and funds
  • Promote the College's mission through policies, procedures and collaborative efforts to assure effective prompt acquisition and effective deployment of the College's physical, financial, and human resources.
  • Promote a high standard of customer service and ensure open, informative communication is provided to all customers including students, their families, the community, and other college staff in the pursuit of their educational or institutional goals.
  • Perform other special projects across the college as a member of the college leadership team
  • Serve as the College's expert and assist all others at the College by facilitating and overseeing interactions with the VCCS Shared Services Center for procurement, contract management, and receipt of Materials and supplies. Develop and train staff to understand negotiations, spend analysis and contracts as a means of returning income and value to NOVA.
  • Manage the College's fixed assets and warehouse functions, interacting with and providing technical oversight to each campus.
  • Manage, provide oversight of, and train personnel across the college in risk management and compliance.
Essential Functions:
  • May be required to perform other duties as assigned such as overseeing event management.
  • May be required to assist the agency or state government generally in the event of an emergency at the college or a declaration by the Governor.
Minimum Qualifications:
KSAs:
  • Knowledge of principles and practices of leadership and management, control procedures; centralized office policies and practices; supervisory practices.
  • Ability to develop, interpret and apply policies and procedures.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Skilled in organizing work of self. Skilled in planning, analyzing and coordinating activities and establishing priorities.
  • Excellent communication skills, personnel management skills, accounting, fiscal management and budgeting skills.
  • Ability and willingness to make and accept responsibility for independent decisions, exercise good judgment, ability to prioritize, effectively plan and co-ordinate multiple projects in timely manner.
  • Ability to think and work quickly and calmly whilst under pressure, working to deadlines.
  • Knowledge of principles and processes for providing customer and personal services, customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Thoroughness, excellent eye for detail.
  • Ability to establish and maintain effective working relationships and to communicate and work well with students, faculty, administrators, other staff, and members of the general public, representing and bringing credit to the College.
  • Ability to work within the Commonwealths eVA procurement system.
  • Ability to: analyze, interpret and prepare budgets and financial reports; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
Required Qualifications:
  • Experience in administration or management in a large and complex higher education, nonprofit, or other organization
  • Experience in contract management, warehouse management, and/or procurement.
  • Experience in senior level program administration
  • Supervisory experience
Preferred Qualifications:
Additional Considerations:
  • Experience utilizing PeopleSoft SIS, AIS, and HRMS, including utilization of query functions.
  • Experience working in the Virginia Procurement System (eVA), performing procurement and receiving functions and generating reports.
  • Virginia Contracting Officer (VCO) within one (1) year of employment start date.
  • Certified Professional Public Officer (CPPO) within three (3) years of employment start date.
