Job description

Directs all maintenance services operations, skilled trades, physical plant to include the Central and South Utility Building operations and staff, preventative maintenance, utilities – infrastructure management, collaborates with energy reduction, work order management system, life safety systems, and elevator service contracts. Oversight and management of budgets, personnel and compliance with the collective bargaining agreement for PSS and AFSCME staff.
PRIMARY DUTIES
  • Responsible for the fiscal integrity of the maintenance operations including labor, supplies, contracted services management, maintenance projects and administration.
  • Budget management, year-end reviews, cost containment strategies and implementation.
  • Oversight of capital improvement projects related to maintenance. Provide budget, scope and project management through project closeout.
  • Oversees and directs strategic implementation of maintaining all campus buildings, life safety systems, emergency generators, campus elevator operations, and all operations pertinent to the Central Utilities Building and the utility infrastructure of the University operations in Allendale.
  • Develops strategic plans to meet University and department goals that will increase efficiencies, improve campus safety and reduce risk management and compliance.
  • Collaborate with staff on energy reduction measures and improve customer service and communication within the maintenance department. Develops and maintains policies and procedures for effective delivery of facility maintenance services.
  • Evaluates division and unit effectiveness through appropriate assessment and makes changes in policy and procedures as required.
  • Develops programs and initiatives that meets the technical and professional needs for staff.
  • Develop processes, tools and technology to implement and sustain maintenance industry best practices while building a culture of process management and continuous improvement.
  • Responsible for all personnel decisions including compliance with collective bargaining agreement, University policies and federal and state labor laws and safety laws.
  • Ensure the agreement is managed fairly and equitably within their approved language.
  • Continually develop and enhance customer relationships by ensuring regular and robust dialogue between frontline service providers and managers across all departments.
  • Lead front line response efforts for campus facilities emergencies. Collaborate with other Facilities Directors and managers with positive communication.
  • Develops and pursues strategies to address deferred maintenance in cost effective ways and bring University facilities to a state of good repair, taking into account infrastructure and general facilities renewal priorities. Performs other duties as required/assigned by manager.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
Minimum Qualifications
  • Bachelors degree required from an accredited institution.
  • APPA’s CEFP or similar industry designation preferred.
  • Five years’ relevant experience
  • Supervisory experience
  • Strong interpersonal, written and verbal communication skills.
  • Experience in a facilities maintenance position.
  • Experience in a facilities operations position.
  • Budget management experience.
  • Project management experience.
  • Experience working in or with a collective bargaining agreement.
Preferred qualifications
  • APPA Certified Education Facilities Professional (CEFP Credentials) or equivalent preferred.
WORKING CONDITIONS
Normal office environment. Some after normal business hours and weekend work required. Some travel may be required.
