PRIMARY DUTIES & RESPONSIBILITIES
The salary range for this position is $131,632 - $205,675 annually.

Provides supervision and direction of the City's Library and Cultural Services functions. This position plans, coordinates, administers and directs the operations of this department. This position provides the highest levels of customer service by fostering positive relationships with internal and external customers and city leadership.
The Library and Cultural Services Department provides educational and arts programs for all ages that enhance the quality of life of citizens and the desirability of Aurora as a place to live, work, and play. The Administration Division centrally manages internal services including finance, personnel, marketing, meeting room services, and computer systems that assist the operating divisions in providing their programs and services. The Library Facilities and Public Services Division oversees operation of seven library branches and computer centers. The Cultural Services Division operates one museum, one visual arts center, one performing arts center, city landmarks, historic sites/districts under historic preservation, as well as Aurora's public art program and various cultural events.
  • Directs the Aurora Public Library system operations, facilities, programming and initiatives.
  • Directs the City's cultural facilities, programming, and initiatives (Fox Theatre, History Museum, Art In Public Places program, the Bicentennial Pottery Center, and all dance, music and visual arts classes).
  • Collaboratively establishes short and long-range departmental priorities, goals, and objectives.
  • Establishes and guides short, mid, and long-range financial plans and strategies including preparation and effective management of department budget.
  • Manages department functions by ensuring division responsibilities are carried out effectively, efficiently, and timely.
  • Manages effective working relationships with the City's management team, employees, community members, and elected officials.
  • Develops and enforces City policies on Library and Cultural Services matters.
  • Develops capital improvement programs and oversees master planning efforts.
  • Prepares and makes policy recommendations to City Council and/or City Manager on operational and financial matters pertaining to the library system or Cultural Services.
  • Effectively manage department employees including recruiting, hiring, onboarding, training, safety, performance management, and general supervision.
  • Develops and maintains a culture of performance and engagement focused on customer service, communication, accountability, and proactive planning.
  • Manages department advisory boards and commissions.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
  • Bachelor's degree in arts, fine arts, public policy, public administration, planning, library science from an ALA accredited program, or a related field
  • Master's degree in arts, fine arts, public policy, public administration, planning, library science from an ALA accredited program or a related field preferred.

Experience:
  • At least 8 years progressively responsible of operation of a medium to large municipal library or Cultural Services department or district..
  • At least 5 years supervisory/managerial experience.

Knowledge:
  • Knowledge of the principles, practices and operating requirements of a large library, practices, policies and facilities;
  • Principles, practices, and operating requirements of a municipal cultural system and facilities; and
  • Municipal management, budgeting, planning, and regulatory requirements.

Licenses and Certifications Required:
  • None.

Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:
  • Sedentary physical work requiring ability to lift a maximum of 10 pounds.
  • Occasional walking and standing.
  • Vision to read and interpret reports and other written documents.
  • Speech communication and hearing to maintain communication with employees and citizens.
  • Hand/eye coordination for operation of computer.
  • Hearing and listening to communicate on a telephone.

Work Environment:
  • Works primarily in a clean, comfortable environment.

Equipment Used:
  • Uses standard office equipment including personal computer.
  • This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
