The Office of the State Controller is seeking candidates for a Director of Internal Audits/Public Service Manager II. This is open to Agency Promotional candidates only. The Director of Internal Audits oversees the activities of the Internal Audit Section within the Office of the State Controller.
Responsibilities include:
  • Focusing on reviews of statewide and agency level internal controls to manage risk of loss or misuse of assets, risk of inaccurate financial reporting and risk of non-compliance with applicable laws and regulations.
  • Providing objective assurance and consulting activities designed to ensure that financial and programmatic controls are in place and functioning within State agencies. In those areas where controls are not adequate, the Director is responsible for designing and implementing assistance. All findings resulting from external audits are followed up by this division to ensure that appropriate corrective action has been planned and implemented.
  • Performing information system audits on State systems that have direct effect or influence on the risks mentioned above.
  • Pursuing issues of potential financial impropriety and associated internal control implications.

REQUIRED QUALIFICATIONS:
To qualify, your background must include certification as a CPA, CIA or CISA and ten years professional level auditing experience. The background of well-qualified candidates will demonstrate the following competencies:
1. A thorough knowledge of governmental accounting, auditing and financial reporting.
2. Expertise in GAAP and AICPA/GAO/OMB auditing standards.
3. A demonstrated ability to research laws, regulations and highly technical accounting issues to develop implementation policies and offer sound advice to executive managers.
4. Exceptional oral and written communication skills.
5. Proven ability to work collaboratively with other managers in arriving at solutions that support the attainment of organizational goals.
KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:
  • Knowledge of business and public administration principles, practices, and techniques.
  • Knowledge of financial management principles, practices, and techniques.
  • Knowledge of accounting and auditing principles, practices, and procedures.
  • Knowledge of managerial and cost accounting theory, principles, and practices.
  • Knowledge of AICPA/GAAP/GASB standards for governmental organizations.
  • Knowledge of federal funding rules and regulations.
  • Knowledge of Internal service fund operations.
  • Ability to interpret and apply policies and regulations and systematize procedures.
  • Ability to communicate effectively both orally and in writing.
  • Knowledge of IIA/AICPA/GAO/ auditing standards for governmental organizations and private businesses.
  • Ability to analyze and evaluate accounting systems, information systems, methods, and procedures and other control mechanisms.
  • Ability to develop, present, and defend critical audit findings.
