Job description

The Wiston-Dillard School District No. 116 is seeking a highly qualified Director of Instructional Services. The Board wishes to have the successful candidate assume the responsibilities of the position July 1, 2024 and will be on a 260 Day Administrative Calendar.
Job Summary:
This position has primary responsibility for the administration, development and coordination of Instructional Services, ESEA federal programs, curriculum services, and assessment programs.
Essential Duties and Responsibilities:

  • Plans and directs the development of the District's instructional programs.
  • Directs the operation and management of ESEA programs.
  • Directs the operation and management of the Student Investment Account and Integrated Guidance.
  • Plans and directs the instructional program implementation and assessment timelines including the maintenance of the district assessment calendar.
  • Plans and directs the development and implementation of curriculum.
  • Plans and directs research projects for statistical information and special evaluation projects in the areas of curriculum, instruction and assessment.
  • Plans and directs the coordination of the Districtwide textbook adoption process.
  • Supervises the development and implementation of auditing District curriculum, instruction and assessment programs.
  • Stays informed and provides information to the district on educational mandates.
  • Directs the English Language Acquisition program.
  • Prepares and recommends department budgets and short and long-range plans for curriculum, instruction, assessments and federal programs.
  • Coordinates and evaluates assigned program activities and develops policies and procedures related to staff development, school improvement, curriculum, assessment and instruction.
  • Directs the District's Comprehensive School Improvement Program.
  • Recommends and administers the federal programs capital and operating budget(s).
  • Manages the data collection system (TalentEd) for teacher observation and evaluation.
  • Surveys the district's needs for federal programs and prepares reports, proposals and recommendations to obtain approval and/or external funding.
  • Directs the evaluation of the effectiveness of federal programs and prepares reports on program results jointly with planning and assessment staffs.
  • Supervises preparation of outside funding grant applications for ESEA program(s).
  • Completes online reporting to ODE for required grants and other programs assigned by the District Office.
  • Prepares long and short-range plans for Districtwide curriculum, instruction and assessment activities and coordinates such plans with school and district administrators.
  • Prepares long and short-range plans for federal programs and coordinates plans with school, district, state, and federal goals.
  • Provides guidance and leadership to coordinators, program assistants and specialists in planning programs to meet a variety of special needs; and reviews such plans to ensure conformance with state, federal and local regulations.
  • Interacts thoughtfully and courteously with students, staff and parents and resolves conflict in a professional manner.
  • Professionally represents the school and the district in interactions with parents, community, staff and students.
  • Professionally represents the school and district while collaborating with other educational related entities including DESD and ODE.
  • Manages district level professional development, including district inservice days, in coordination with the administrative team in an effort to increase the overall eficacy of curriculum adoptions and instructional improvement.
  • Manages onboarding for new classified and licensed staff.
  • Maintains appropriate certifications and training hours as required.
  • Adheres to district policies and complies with applicable state, local, and federal laws, rules and regulations.
  • Manages summer school program including organization, staffing and operation details.
  • Manages the teacher mentor program in collaboration with the lead teacher including teacher onboarding and other professional development.
  • Manages the professional development in Safe Schools at the direction of the superintendent that helps protect the district from liability.
  • Maintains regular and punctual attendance and adheres to workplace expectations.

Qualifications:
  • Master's Degree in Education, Supervisor and/or Administrative License. Prior experience as a teacher and building administrator.
  • Works well with others from diverse backgrounds. Focuses on solving conflict, maintaining confidentiality, listening to others without interrupting, keeping emotions under control, remaining open to other's ideas and contributing to a district a positive team spirit. Demonstrated ability to successfully work with staff and public.
  • Ability to communicate fluently in English, both verbally and in writing.
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute ratio and percent and to draw and interpret graphs.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Advanced level of computer literacy.
  • Ability to appropriately communicate with students, teachers, parents, members of the community, and others including vendors, law enforcement and other agencies.
  • Certificates as determined by the district. Must have possession of, or ability to obtain, a valid Oregon Driver's License and ability to obtain a valid CPR/First Aid Card.
