An incumbent in this position is responsible for developing, shaping and implementing the Information Technology Strategic plan to align with the overall goals of the College. This will be achieved by providing collegewide leadership, Strategic Planning, policy development, management, and assessment in collaboration with non-Information Technology college divisions.  Duties include but are not limited to coordination of all projects and associated procurement within the Information Technology (IT) division.
Nature and Scope
This administrative position reports to the vice president for Information Technology. Reporting into this position could be directors, project managers and other administrative staff. This position provides administrative oversight, Strategic Planning, project management and budgeting for collegewide technology implementations, infrastructure, operations and growth. Typical contacts include College employees, federal, state and local officials, external vendors and consultants, and contractors.
Principal Accountabilities
An incumbent may perform any combination of the below listed accountabilities: 
1. Provides collegewide leadership and administrative oversight in the development, planning, project management, budgeting, and assessment of the College's IT infrastructure and coordination of all IT projects and procurement collegewide, including projects that go through the State's request for proposal ( RFP) process. 
2. Develops, maintains, and updates the College's strategic IT plan in collaboration with College leadership.  Ensures that planning and resources are aligned with the College's mission and direction and recommends changes proactively based on future technology needs and concerns. 
 
3. Collaborates with division leaders to create a clear business case need and process in advance of all technology projects considered by College leadership. 
 
4. In collaboration with IT leadership, assesses new and emerging technologies to identify opportunities for innovation and improvement within the organization. This includes evaluating the cost-effectiveness and feasibility of adopting new technologies.
 
5. Leads efforts to develop and revise the College's IT related policies in collaboration with all members of President's Council, but specifically with the legal, academic affairs, fiscal and human resources divisions.
 
6. Creates process mapping and workflow documentation for all major IT related projects and standardizes these processes among all of the staff working on projects within the IT division.
 
7. Develops, maintains and updates a metric driven IT assessment program designed to measure project outcomes, technology platforms and technology-based processes in order to determine their operational efficiency and effectiveness. Continuously evaluates and refines the IT strategic plan based on changing business conditions, technology trends, and feedback from stakeholders. 
 
8. Collaborates with IT leadership to develop and maintain the College's disaster recovery plan.
 
9. Ensures that the College's technology platforms and processes are standardized for all employees and students.
 
10. Plans, manages, inspects and ensures completion of IT projects by deadlines.
 
11. Performs other related duties as required.

Ability to communicate with diverse populations in a multicultural environment.
Minimum Qualifications
  • Bachelor's degree in computer science or related field and five (5) years of experience in project management-related leadership roles; or Master's degree in computer science or related field and three (3) years of experience in project management- related leadership roles.
  • Three (3) years of experience directly managing large projects, budgets, resourcing, and vendor relationships.
  • Certification in project management.
