Summary/Objective
The Director of Information Technology/CIO serves as the Department Head for the Information Technology Department. This position performs complex administrative and technical work including planning, policy development, oversight, and guidance of the department staff, overall networks, and systems used by the organization. The IT Department Head develops and manages a fiscally responsible budget while providing consultation and direction to fulfill organizational priorities in all aspects related to modernizing technology, electronic data, cyber security, software and systems, and disaster recovery. This position provides leadership and direction to the department to transform Manhattan into a technologically smart, connected city, improving the way employees provide services to the community.
Essential Functions
Directs, plans and schedules the development, production, and administrative processing of the organization's computer operations.

  • Provides technology related guidance and consultation to the City Manager's Office, Department Heads, and other City Staff to effectively coordinate IT serves throughout the organization.
  • Builds systems capability that reflects the highest state of technical sophistication consistent with the organization's needs and budget.

Recommends insights that contribute to overall organizational strategic management.
  • Plans for both current and future technology requirements that align with the city-wide strategic plan and internal IT strategic plan.
  • Modernizes technology, software, and systems in ways that keep our organization current and grows our capabilities.
  • Leads efforts to connect employees and residents through integrated, seamless, and user-friendly processes.

Provides leadership of staff in key IT functional areas to optimize divisional efficiencies and service delivery.
  • Supports the organization through centralized approaches and adequate department-level staffing.
  • Keeps the organization running daily through leading the department's senior staff.
  • Provides guidance and direction to meet organizational goals and established annual priorities.
  • Develops annual departmental budget, maintains fiscal responsibility, and reports performance metrics.

Develops and maintains vendor and maintenance contracts for all City technology equipment and software.
  • Serves as a project manager for major technology initiatives.
  • Communicates efficiently and effectively with external agencies or vendors.

Maintains awareness of latest technical trends including cyber security and threats.
  • Develops a proactive approach to protecting city networks while advancing technological implementation and creating organizational efficiencies.
  • Cultivates a culture across the organization that emphasizes security, innovation, and collaboration to achieve our vision as a community and organization.
  • Keeps current on new developments in Information Technology and plans for future upgrades and organizational changes.

Builds proven business processes ad protocols for the department and employees to follow.
  • Crafts both internal department policy and organizational policy related to the use of technology in the organization, including topics such as cyber security, data governance, and disaster recovery.

Additional Qualifications
  • Works under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.
  • Understands the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

Requirements
Required Education and Experience
  • Bachelor's degree in Information Technology or related field.
  • Five (5) years' experience to include supervisor leading an IT Division or Department, managing IT networks and infrastructure, managing IT initiatives and projects for and organization. Relevant experience may substitute for some or all of the education.

Preferred Education and Experience
  • Master's degree in Information Technology, Business Administration or Public Administration.
  • Seven (7) years' experience to include supervisor leading an IT Division or Department, managing IT networks and infrastructure, managing IT initiatives and projects for and organization.
  • Certified in Government CIO, Governance of Enterprise IT, Information Systems Security Professional, and Information Security Manager.
