Job description

PCSI is looking for a Director of Government Pricing! The Director of Government Pricing oversees the proposal process on all new financial bids, contract modifications, and contract renewals by providing oversight of cost estimates and conducting risk assessment. This position works closely with other internal departments to gather information for proposals, review and understand the statement of work, and set up internal budgets. This position also involves leading and training a team of 4 Cost and Pricing professionals and driving process improvement for the department.
We're looking for someone with long-term experience in federal government contracting and a strong understanding of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS). This is a hybrid position working 2 days remotely and 3 days in the south Austin, TX corporate office per week. Relocation assistance is available.

What You'll Do as Director of Government Pricing:

  • Proposal process management for Federal, State, City and Commercial contracting programs.
  • Maintain consistent positive internal and external customer relations through written, verbal and personal communications.
  • Liaise with stakeholders across the organization to obtain required bid information while meeting RFP deadlines.
  • Participate in the development of formats, tools, and procedures to support the Company's bid proposal process.
  • Manage and provide oversite of all financial bid and proposal opportunities.
  • Train and provide leadership to Cost and Pricing team members.
  • Monitor, negotiate and adjust for contract modifications and contract renewals.
  • Assist with proposal presentations to new and existing customers as needed.
  • Provide oversight of all estimates for quality, execution, planning, staffing, and consistency.
  • Develop direct and indirect proposal cost element quantities from provided information via detailed RFQ, reasoning equations or historical data.
  • Maintain historical data (Productivity, labor costs, Indirect utilization, head counts, equipment utilization and cost, etc.) from ongoing projects and all proposals.
  • Develop estimate execution plans and schedule to ensure all deadlines are met.
  • Develop pricing analysis (internal and external Benchmark/Metric comparisons) of all completed estimates.
  • Participate in project kick-off to ensure all estimating assumptions and techniques are clearly relayed to project team.
  • Perform yearly productive hour labor rate development to ensure on-site change management is utilizing most current information.
  • Prepare various financial summary reports.
  • Prepare and verify billings with accounts receivable ledger and financial reporting staff.
  • Process changes in financial reporting system to support an accurate and efficient collection of data, billing process and financial close.
  • Prepare and analyze cost reports and audits.
  • Examine and reviews unusual cost records and ensures cost data is correctly allocated.
  • Assist with contract budget activity.
  • Provide technical support to customers, operations, negotiations, NISH and TIBH as needed.

What You'll Need to Be Successful:
  • Bachelor's degree in Accounting or Business or equivalent education and experience.
  • Minimum fifteen (15) years of direct federal price proposal bid management experience across a variety of Government (i.e. DoD, DHS, NASA) and Civilian agencies.
  • Minimum ten (10) years of Government Services type contract estimating and proposal development.
  • Minimum five (5) years of management experience required.

Knowledge, Skills, and Abilities:
  • A working knowledge of Government and military contracts, GSA and FAR is required.
  • Requires knowledge of Windows PC functions and software.
  • Working knowledge of USG accepted RS Means Estimating Suite.
  • Working knowledge of USG accepted WinEst Estimating Suite preferred.
  • Demonstrated advanced knowledge and operation of Microsoft Excel.
  • Knowledge of Unanet is preferred.
  • In depth knowledge of 2 CFR.
  • In depth knowledge of Defective Pricing, Truthful Cost or Pricing Statute (formerly TINA), Governments' auditing rights, and FAR 15.4, Contract Pricing.
  • Excellent understanding of the organization's goals and objectives.
  • Good project management skills.
  • Excellent written, oral, and interpersonal communication skills.
  • Highly self-motivated and directed.
  • Proven excellent analytical and creative problem-solving abilities.
  • Able to prioritize and execute tasks in a high-pressure environment.
  • Ability to work in a team-oriented, collaborative environment.
  • Communicate and influence at a senior level.
  • Ability to prepare, maintain and control a variety of office records, documents, and confidential files with a high degree of accuracy, timeliness, and proficiency.
  • Detail oriented with high level of accuracy and organizational skill.
  • Self-starter with the ability to work both with minimal supervision and as a team player at the same time.
  • Willingness to continue learning.

Other Requirements:
  • Ability to pass criminal, drug, financial, and driving screening.
  • May need to have the ability to legally drive a company vehicle.
  • Occasional travel may be required, up to 10%.
  • Occasional extended workdays to meet estimating schedule and execution deadlines.
