What is this job?

The Director of Facilities of Maryland and DC is a senior leader at BCC. This position is responsible for the oversight and maintenance of BCC’s Real Estate facilities, outdoor areas, parking grounds, and vehicles. This role also oversees and manages BCC food service vendor for the Baltimore campus. This role ensures that BCC facilities remain in compliance with regulatory, accreditation, and best practice standards. The Director collaborates closely with their team and BCC staff to ensure that the Real Estate, transportation and food services meet the current and future needs of BCC’s employees, visitors, and clients. This position reports to the Chief Financial Officer (CFO).

Required Education and Experience

  • Bachelor’s degree in a related field (business, facilities, logistics)
  • Nine years of Facilities experience
  • Five years of supervisory experience in or around a related field.

What does this job do specifically?

This role responsibilities and expectations include:

Facilities, Budgeting, and Vendor Management

  • Establish preventative maintenance protocols that reduce cost of repairs and ensure compliance will all BCC’s licensing needs. Regularly and periodically inspect the facilities, including nighttime inspections to check lighting and visibility.
  • Ensure the maintenance and housekeeping teams complete service requests in a thorough and timely manner. Meet or exceed service level agreements set in partnership with CFO and BBC program leadership teams.
  • Proactively review ticket trends and customer service scores of the team and provide recommendations to the CFO and leadership.
  • Direct the coordination of BCC’s response to inclement weather emergencies in MD and DC. Participate as needed in responding to other emergencies.
  • Manage vendor relationships, licensing and permits for facilities maintenance, housekeeping, food services and vehicle maintenance for MD and DC.
  • Hold vendors accountable for following check-in and screening procedures, maintaining safe worksites, following BCC operational procedures, and the outcome of their work.
  • Partner with the CFO to negotiate cost-effective contracts with vendors. Proactively review existing contracts and score the performance of vendors at least annually. Create and utilize policies and procedures related to how finance and facilities work together related to contract and vendor management. Partner with the CFO (Chief Financial Officer) on maintaining BCC’s operating and Capital Expenditure budgets. Ensure the budget for projects is clear and that final costs are communicated and logged.
  • Identify, plan, coordinate, and manage any facility capital improvements both by acting as the project manager for all facilities functions as well as by providing expertise on behalf of the company. Review organizational growth and future office space needs. Ensure that digital floor plans are maintained for all buildings and spaces. Oversee all aspects of construction including progress, timing, costs, and third-party contractors. Work in collaboration with the Finance Department to ensure project bids and contracts are secured in alignment with agency, federal, state, and contract-specific procurement policies and procedures.

Fleet Management

  • Partner with the CFO, Fleet Manager, and program leaders to review overall BCC vehicular needs, and ensure that fleet is meeting the needs of the program, is reliable, and is well maintained.
  • Oversee the creation and implementation of a fleet management strategy.
  • Ensure all vehicles transporting clients are Orion-enabled, and that the tracking system is working and meeting BCC needs.
  • Review speeding and other reports from this system Participates on a multi-disciplinary team to troubleshoot and problem solve areas of concern.

Staff Management

  • Hire qualified team members, serving as a catalyst and mentor for motivating productivity, innovation, high employee morale and a commitment to the organization.
  • Train facilities and housekeeping employees on specific topics such as crisis responses.
  • Oversee the design of effective work schedules that meet the needs of the agency evenings, weekends, and on-call/as needed.
  • Engage facilities and housekeeping team members, fostering a culture of trust, empathy, and growth.
  • Acknowledge, coach, counsel, and administer progressive discipline for team members and the department.

Other Functions:

  • Assure compliance of all standards that apply to the agency’s services including national accreditation, state licensure, and funders and serve as an internal resource on all applicable regulations.
  • Work collaboratively with BCC’s Safety Coordinator to ensure compliance with health, safety, and medical regulations at each location.
  • Collaborate with the Executive and Senior Leadership Teams to develop and implement short- and long-range plans for BCC facilities.
  • Partners with other members of the facilities team across BCC to maintain a Facilities operational manual. Write and review policies and procedures. Ensure assigned manuals are submitted to Quality Improvement by the stated deadlines.
  • Serves as participating member on BCC’s Risk Management, Quality Improvement, Safety, and Outcomes (RSQ) committee. Works collaboratively with other facilities leadership positions, the Safety Coordinator, and other leaders to ensure best practices are shared, refined, and spread across all locations. Participates in critical incident debriefings and share lessons learned as needed.
  • Adhere to the Conflict-of-Interest Policy and models appropriate/ideal behavior that represents a commitment to following the guidelines of the Policy.
  • Assists in preparing for state licensure and national accreditation reviews.
  • Supports the training of BCC staff regarding safety and OSHA (Occupational Safety and Health Administration) standards.

How big is the Director of Facilities team at BCC?

  • The Director of Facilities leads a team of approximately 10 employees with 2 to 3 direct reports.

What shifts would I work? Are full-time positions available?

  • This is a full-time position. Days of work are typically Monday through Friday. This position regularly requires flexible work hours. Eligible for flex schedule. Essential for inclement weather. The role may require off-hours, holidays and weekend work.
