Job description

Provides the day-to-day supervision and direction OF FACILITIES staff. Is responsible for the oversite concerning maintenance and repair of the physical and mechanical systems of all County buildings. Responsible for the sale and/or purchase of real estate as directed by the County Administrator. Oversees project management of all new construction and building renovations. Presenting to the Board of Commissioners and sub committees, staff reports for projects that require board approval. Develops Facilities general budget and public improvement budgets. Oversees and participates in the building preventative maintenance program. Develops specifications for projects to be contracted and oversees the work of contractors. Oversees the county vehicle fleet for purchases, disposals,repairs, and maintenance. Serves as Facilities Liaison and consultant for Lifeways Community Mental Health Jackson Campus and the Jackson adult foster care homes.

RESPONSIBIITIES:

1. Directs, through subordinate supervisors, all departmental staff and is responsible for employment interviews and hiring decisions, scheduling and assigning work, reviewing and evaluating performance, training, and dealing with disciplinary and other employee relations issues.

2. Develop and implement comprehensive facility management strategies, policies, and procedures to optimize building performance and support organizational objectives.

3. Responsible for project management of all construction and building renovations. Assures projects are completed within budget and according to designated time line. Works with department heads, architects, engineers and contractors, to design new or remodel existing buildings. Monitors all construction and renovation projects and interacts with contractors and architects/engineers on construction issues, serving as the owner’s representative.

4. Develops facilities proposed general budget and public improvement budget. Monitors expenditures and ensures compliance with budgetary guidelines. Oversees preparation and submission of vouchers for payment of bills. Oversees preparation of data for required reports and annual budget. Works with all departments to develop, monitor and implement their public improvement fund budget. Makes recommendations as to purchases, budget adjustments, vendors, etc.

5. Responsible for oversite of maintenance and repair of the physical and mechanical systems of all County buildings. Oversees the development and implementation of a preventative maintenance program for all mechanical systems. Plans, develops and implements new methods and procedures to improve maintenance operations.

6. Determines the need for outside contractors, prepares bid specifications, reviews bids, and selects contractors. Serves as owner’s representative with contractors and reviews work of contractors for conformity to standards.

7. Designs new and retrofit systems for existing buildings to improve efficiency and comfort. Reviews requests for troubleshooting on building mechanical systems, determines appropriate action and sets priorities.

8. Collaborate with cross-functional teams, including operations, finance, and human resources, to support business operations and address facility-related needs and challenges.

9. Oversees County vehicle fleet with all departments and advises departments on vehicle purchases, maintenance, repair and related issues. Recommends vehicle purchases as requested to the appropriate County standing committee. Disposes of obsolete vehicles in accordance with County policies and procedures.

10. Oversees the purchase of janitorial, building maintenance supplies, parts and equipment.

11. Provides day-to-day oversight and supervision of the closed County landfill including all regulatory functions.

12. Provides facility management consulting and acts as the liaison for Lifeways Community Mental Health including group adult foster care homes in Jackson and the main Jackson County campus.

13. Remains up to date on OSHA rules, fire code, and other regulations and ensures compliance in facility areas. Provides required training to staff as necessary.

14. Oversees responsibility for security of County buildings, including programming, monitoring, and generating reports on the computerized security card reader system.

15. Inspects buildings to review progress of projects, determine ongoing needs, and to ensure proper custodial care. Responds to concerns of County staff regarding facilities or fleet issues.

16. Responsible for conducting or arranging training on safety related topics, proper cleaning methods, blood borne pathogens, hazardous materials/waste disposal, confined spaces, and building security. Assures that established procedures are followed. Maintains Employee Right to Know and other safety related records.

17. Disposes of obsolete County property in accordance with County policies and procedures.

18. Negotiates rates for office space and rooftop antenna space leases and prepares and maintains leases.

19. Makes presentations to County Committees and the Board of Commissioners as directed.

Education: Bachelor’s Degree orequivalent experience withadvanced coursework or demonstrated knowledge in mechanical systems, trades and construction, electrical, plumbing, and related maintenance areas. Additional coursework or corresponding experience in fleet and facilitymanagement, accounting, vehicle maintenance, andbusiness management preferred.

Experience: Minimum of fiveyears of experience in Facilities Management at the supervisor or above level. Knowledge of maintenance and repair of mechanical, heating, cooling, and ventilation systems, electrical, plumbing and other aspects of building maintenance. Experience invehicle maintenance, fleet management, budget development and maintenance, and purchasing required. Experience with conducting request for proposal/bid package including budget analysis and recommendation for contract award based on established bid criteria. Ability to develop detailed staff reports and project updates in a professional and concise manor.

Strong knowledge of facility management principles, practices, and regulations, including building codes, safety standards, and environmental regulations. Proven ability to develop and implement strategic plans, budgets, and operational policies to achieve organizational objectives. Excellent leadership, communication, and interpersonal skills, with the ability to build and motivate high-performing teams. Past experience with supervising and managing union based employees.

Other Requirements: Possession of a valid Michigan Driver’s License.

Relevant Skills/Specialized Equipment Knowledge:

· Basic office equipment (telephone, calculator, photocopier, FAX, etc.)

· Photographic audio and video equipment.

· Computer programs including word processing, spreadsheets, database entry and manipulation, financial applications, GIS mapping.
