JOB TITLE: Director of Engineering (Railroad)

REPORTS TO: Vice President and Chief Operating Officer

SALARY: $120,000 + (commensurate with experience and education)

HOURS: Full-time

EXEMPT

ESSENTIAL DUTIES/RESPONSIBILITIES:

  • Oversee and ensure all fixed property and operating systems in the Communications & Signal and Track & Structures are maintained satisfactorily in accordance with 49CFR and the MW-1.

  • Develop, implement, maintain, and monitor a maintenance database that will allow the Maintenance of Way (MOW) Department to capture and evaluate cost, productivity, and reliability statistics by department of inspection and maintenance of the fixed property and operating systems.

  • Manage the Engineering Department's 5-year needs assessment and strategy for capital program development.

  • Establish inter-departmental coordination of MOW Operating Capital Projects’ planning, scheduling, and construction while fulfilling corporate policies, long range planning, budget scenarios, and projections that affect and/or involve the MOW Department.

  • Develop and implement strategies to allow MOW to plan, schedule and coordinate all maintenance and Capital program work on a weekly, monthly, and annual basis to coordinate all MOW and capital work to maximize all track outages.

  • Collaborate with the Track Department to create and maintain an accurate and timely 8-week look-ahead schedule for maintenance crews based on the Fulcrum information system, to include a ranking on a severity/needs basis.

  • Fostering a climate of collaboration with all departments to include problem solving and teamwork for all stakeholders that support the corporate mission, value, long range goals and departmental initiatives; creating synergy and enhancing employee development; establishing a culture of respect, integrity, trust and open communication; and ensuring employees feel supported and empowered to perform at their best to ensure the infrastructure is in a satisfactory state to provide and ensure a safe and reliable service to our customers and the region we serve.

  • Manage government affairs’ issues affecting and relevant to the Engineering Department including the development and direction of internal and external correspondence.

  • Collaborate with the CFO, and others as necessary, to coordinate all EIC/Flagging agreements with outside parties/authorities and confirm that coverages are met with the scheduler.

  • Provide guidance and recommendations on strategies, policies, and project assignments to the COO and President.

  • Attend meetings such as: FRA, SCR, MBTA, CSX, and weekly operational meetings, and represent the COO and/or President at meetings as required.

  • Manage departmental controls to identify critical issues, checks and balances for ensuring dissemination of this information to senior management.

  • Collaborate with the Safety and Compliance Officer, Compliance Manager, and others as necessary, to develop and implement an Annual MOW Safety Program supporting Company corporate safety strategy with focus on safe work practices and elimination of workforce injuries.

  • Assist the MOW staff Roadway Worker Protection (RWP) for On-Track Safety, use of Roadway Maintenance Machine, Bridge Worker Safety, NORAC/Radio/Safety rules that apply, and all of the associated briefings and safety audit items related to the various projects.

  • Respond and implement mitigation procedures/strategies in emergent and non-emergent incidents while collaborating with all crafts and officers of the RR.

  • As part of the investigatory team, investigate, track, monitor, and analyze workplace incidents, accidents, and injuries, relevant to Engineering responsibilities and analyze and implement strategies to reduce and prevent future occurrences.

  • Assist in the development of succession planning for the MOW Department to include career development for staff to include prompt and effective training, coaching, and counseling.

  • Responsible to arrange and see to completion annual activities such as Vegetative Maintenance Plan and yearly spraying; Annual Bridge Inspection; Bridge Management Plan; and Bridge and Culvert Inspections.

  • Create, maintain, and update a current (to-date) inventory list of all system-wide company assets (to be housed on the common drive) including, but not limited to, trucks, equipment, tools, track materials, locations of all, images, inspectional dates, condition status, and other pertinent tracking information, and ensure compliance of all items including licensure and inspections are up-to-date, and ensuring and verifying that all items are in satisfactory condition and status.

  • Transmit inventory list to DOT annually, or as needed.

  • Collaborate with C&S to maintain an inventory of spare parts on hand and collaborate with the Company Controller with the procurement of new parts, equipment, etc.

  • Review and execute all Right of Way/ Right of Entry requests and applications with MASSDOT Rail by being the point person to interface between the Company and communities and public utilities for coordinating the occupations of the ROW.

  • Create, maintain, implement, and administer all training programs for 49CFR Parts 213, 214, 233, 234, and in the application of MW-1 (or equal) to include annual and periodic trainings as required by regulation and to include a detailed database of all.

  • Possess a working knowledge of and abide by 49 CFR Parts 213, 214, 217, 218, 219 and 243 as they apply to Roadway Workers.

  • Represent the Company in regards to Grade Crossing Safety Programs and their implementation as required.

  • As travel is mandatory to visit work sites and to assist at emergencies and/or events, incumbent must possess and maintain a current and valid driver’s license and be insurable under Massachusetts Coastal Railroad’s auto policy throughout employment.

  • Interact with customers, vendors, contractors, and co-workers in a positive, courteous, and professional manner to foster building and maintaining effective relationships, while also upholding the rights and interests of the Company.

  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, guidelines, regulations, and policies of the Company, Commonwealth of MA, federal government, etc., including, but not limited to, the EEO, Anti-Discrimination, Anti-Harassment, Anti-Retaliation, NORAC Operating Rules, and Employee Handbook.
