DIRECTOR OF EMISSIONS COMPLIANCE

PURPOSE

Responsible for all aspects of Emissions Compliance as it relates to the automotive & motorcycle aftermarket. This primarily includes interfacing with the California Air Resources Board (CARB) and the Federal Environmental Protection Agency (EPA), interfacing with SEMA members regarding Emissions Compliance matters and the oversight of E.O. application preparation. Work with Lab Managers (Diamond Bar & Detroit) and General Manager of Detroit facility as needed regarding test methods and equipment in Emissions Lab to meet regulatory requirements.

RESPONSIBILITIES AND AUTHORITY

  1. Oversee and direct interactions between SEMA and CARB/EPA management. Meet with CARB management as needed to ensure E.O. applications are processing smoothly & efficiently.
  2. Oversee & continually optimize the entire compliance process for both CARB E.O. and SEMA Certified (EPA) applications. Work with CARB management to continue to optimize the E.O. approval process.
  3. Provide direction to Project Engineers in the preparation of CARB E.O. & SEMA Certified applications.
  4. Provide direction to Test Engineers for on test methods, data & reports as needed.
  5. Communicate with SEMA DC personnel and legal counsel as needed.
  6. Hold primary P&L responsibility for Compliance Center (including revenue & expenses) based on an annual budget.
  7. Participate in the selection of talent, development of training programs, goal setting and performance management activities involving performance appraisals of direct reports.
  8. Other duties may be assigned to accomplish company objectives.

RELATIONSHIPS

  1. Reports to Vice President, Garage & OEM Relations
  2. Interfaces with CARB and EPA staff
  3. Interfaces with DC staff members and legal counsel
  4. Members
  5. All other levels of staff

PRIMARY SKILLS & REQUIREMENTS:

  1. Extensive Professional experience
  1. 10+ years of experience in regulatory compliance related role, engineering, or closely related fields.
  2. 5-10 years Automotive/Motorcycle industry experience with a variety of fuel & powertrain types.
  1. Detailed knowledge of the CARB Executive Order process and EPA Memo 1A requirements
  2. Extensive and thorough experience in obtaining CARB E.O.s
  3. A working relationship with CARB and EPA staff with recognition and confidence, on their part, of this relationship
  4. Sufficient experience to satisfactorily review pre-certification test results to evaluate the probability that a given part or system will be acceptable to CARB or EPA
  5. Knowledgeable about the Specialty Automotive Aftermarket parts industry and familiar with the range of parts and systems that typify this market segment.
  6. Excellent communication (oral & written) skills.
  7. Management experience in budget development, basic financials and accounting preferred. Experience managing schedules and expenses accordingly.
  8. Knowledge of computer systems and software such as Microsoft Word and Microsoft Excel; Advanced Excel skills required.
  9. Provide supportive clear direction with an ability to analyze and problem solve while remaining enthusiastic and engage people openly.
  10. Able to be efficient and productive in a dynamic environment.
  11. Proven history to collaborate cross-functionally, build positive relationships and become a trusted partner to relevant cross functional partners.
  12. Strong leadership skills, able to direct team activities.
  13. Possess technical acumen, business expertise, and an ability to communicate with employees at all levels of the organization.
