POSITIONSUMMARY:

This position will report to theDuquesne University Assistant Vice President of Public Safety and Chief ofPolice and coordinate campus emergency preparedness, incident response, andemergency communications.

Theincumbent will oversee, lead, educate, inform, and motivate campus constituentsin emergency planning and strategies; develop emergency plans to prepare andrespond to emergencies; creates educational and training materials; conducttraining sessions and drills to prepare campus for emergencies; makerecommendations about risk management, and maintain relationships with firstresponders, local law enforcement, staff, faculty, administrators and City ofPittsburgh emergency planners.



DUTIESAND RESPONSIBILITIES:

Prepare the Duquesne University community to respond to emergencies that mightsignificantly affect or impact the campus.

The EMTA Director would chair both theEMT and the CCRT, providing vision, leadership and accountability.

 The EMTADirector would, on a regular basis, review the EMT and CCRT charges, reviewmembership on the Team, and establish and enforce requirements for mandatoryattendance.

TheEMTA Director would, manage and support improvementsto programs that address the requirements of coordinating Emergency Managementplanning throughout the campus community by updating and maintaining functionalmaterials, completing mitigation plans, and establishing effective trainingprograms, table top exercises etc.

The EMTA Director would, ensure consistent delivery of Emergency Management programefforts through technical support, guidance, and provision of expert assistanceto staff on campuses and at satellite locations.

The EMTA Director would, coordinate effectively with the Chief of Police, UniversityPresident, President's Cabinet and other senior leadership in both planning forand responding to emergencies.

TheEMTA Director would, ensure effective disaster andmajor emergency response activities are followed.

Develops programs and initiatives thatpromote the safety and welfare of the campus community and oversees theDuquesne University crisis Management and emergency operations plan

Developsemergency response training to include table top exercises for the campuscommunity.
Maintainsand updates the Campus Incident Preparedness Plan.

Ensuresthat campus plans are up-to-date and in compliance with the latest standards inemergency response.

Informscampus leaders of the status of campus preparedness and planning forweather-related (e.g., tornado, ice, snow) or unexpected (e.g., fire,explosion, earthquake, active shooter) emergencies.

Organizesand communicates a high volume of information in a format that is easily used.

Partners with units and departments both internal and external in planning andimplementing emergency preparedness plans.

Collaborateswith the Director of Environmental Health and Safety to develop, practice,drill, and test emergency action plans for campus buildings.

Maintainsrelationships with Pittsburgh EMA, Pittsburgh Public Safety, and state EMA,Allegheny County EOC, and other agencies.

Monitorsweather and approaching storms and makes recommendations if the weather islikely to alter campus class schedules or affect campus events.

Directs, supervises, coordinates, and disseminates appropriate messages via DU Alert,etc. to warn and guide campus constituents about imminent threats.

Plansagendas and serves as chair for the Emergency Management Team.

Educatesand prepares the campus Emergency Management Team in preparation of staffingthe Emergency Operations Center.

Meetswith local first responders (e.g., Pittsburgh Police, Pittsburgh Fire, DuquesneUniversity Environmental Health and Safety Office, and Pittsburgh EMA) aftercampus incidents to review emergency response events and plan for campusrecovery.

Assessesemergency preparedness and availability of appropriate technologies foremergency response.

Testsemergency communication technologies; tracks and analyzes data on the speed ofcommunications, timing of messages and communication delays.

Plansand coordinates drills of the Duquesne University Police Department EmergencyOperations Center to ensure its readiness when needed.

Seeksfeedback on emergency planning operations.

Utilizesand trains others in emergency communication and notification technologies.

Staysabreast of the relevant procedures and strategies for college campuses outlinedby the National Incident Management System (NIMS) and Incident Command System(ICS).

Performsafter-action reviews and prepares after-action reports

Developa method of assisting University administrators so they can easily usepreparedness and mitigation plans to understand risks to their campus units'including personnel, research and other activities, and can use the plans'guidelines to prepare unit/department plans to manage and reduce risks

IT duties and responsibilities:

The EMTA Director will also serve as the supervisor, andcoordinator for the implementation of Public Safety technologies, CCTV camerasystems, panic buttons, blue phones, card swipe access and license platereaders, etc.  

Directs,supervises, and coordinates the longrang and short rang plan for campus Public Safety technology.

Directs, supervises, and manages allCCTV system across campus.

Directs,supervises, andmanages all blue phones across campus.

Directs,supervises, andmanages all panic alarms across campus.

Directs,supervises, andmanages all license plate readers across campus.

Directs,supervises, andmanages swipe card access on campus.

Directs, supervises, and manages the research, testing, and implementation ofcurrent and emergency industry specific technology.

Serves as point of contactfor technology vendors for the DUPD.

Works with campus IT.

Writes monthly, quarterly, and annualreports about Public Safety technology for committee meetings.

Completes other duties as assigned.

 

REQUIREMENTS:

Minimum qualifications:

Bachelor's degree from an accredited four-year college oruniversity in Emergency Management or related course of study

Incident command and incident managementsystem basic and advanced concepts training
Principles of Emergency Management training

Completion of National Incident Management Systems (NIMS) courses,Independent Study (IS) 100, 200, 700, and 800 required

PreferredQualifications:

FEMA Emergency ManagementInstitute's Executive Academy

Certified Emergency Manager(CEM) and/or Professional Emergency Management (PEM) certifications preferred

Threat assessment experience ina higher education setting preferred

Exercise Design and Evaluation certification within 1 year of employment    

Hazardous Materials Operations training within 1 year of employment

Master'sdegree from an accredited institution preferred
