Job Summary
The overall purpose of this position is to direct all activities and employees of the ComSoc Information and Communications Technology department. The incumbent in this position is primarily responsible for ensuring the department activities are consistent with Society and IEEE goals, strategies and policies, works with other ComSoc departments, IEEE TA, IEEE and volunteers to develop and maintain strategic technical and business solutions, and manages ComSoc websites and services in support of ComSoc initiatives. The role typically reports to the Executive Director of the IEEE Communications Society and manages 4 direct reports. The role acts under minimal guidance with the ability to make day to day decisions and influence decisions that impact the department. The incumbent in this position also implements strategic plans by recommending and developing complex solutions.
Key Responsibilities

  • Defines a technology strategy for the use of IT systems that reflects the needs of the Society's membership and is consistent with the Society's strategy
  • Leads the strategic planning of IT resources and develops, manages, and presents the department's portfolio of projects and initiatives
  • Navigates a complex, multi-level, matrix environment
  • Recruit and develop a high-functioning team with skills in current technology
  • Deliver high-quality applications and services on time and budget
  • Participate in the development of short- and long-term IT roadmap; articulate a vision
  • Take a customer-focused approach to serving ComSoc staff & ComSoc volunteers, and external customers
  • Pursue continuous process improvement, including the use of standard software development life cycle
  • Migrate legacy applications to current technologies
  • Serve as primary interface to IEEE IT&S and TA Business Partner Lead; advocate for ComSoc
  • Ensures compliance with IEEE Policies including security, privacy, and web standards
  • Partner with the Society Executive Director, CIO, and Senior Staff to create and implement ITC strategies to achieve goals set by the Society Board of Governors
  • Collaborates closely with ComSoc departments and volunteers to determine systems and business requirements for revenue opportunities or cost savings for new and existing products and member services, and manages ComSoc technical services and web content.
  • Works closely with IEEE TA and IEEE to leverage available resources including but not limited to IT Infrastructure, applications, and third party services
  • Leads ITC development and implementation of applications and solutions

Education

  • Bachelor's degree or equivalent experience in Computer Science or Engineering Degree Preferred Req
  • Master's or other advanced degree Pref

Work Experience

  • 10-15 years Experience in a senior-level IT position Req
  • 7-10 years Demonstrated staff management expertise, with experience in a supervisory role. Req
  • Experience and demonstrated abilities in supporting computer-related activities such as website content and management and applications and services development Req

Skills and Requirements

  • Experience in user-interface design, SEO, and mobile & cloud technologies
  • Experience with content-management and portal technology
  • Experience with search-engine optimization techniques
  • Experience with mobile application design
  • Experience with server & cloud technology
  • Experience with project-management tools, methods, and techniques.
  • Experience using the software-development life cycle
  • Superior written and verbal communications skills
  • Specific technology knowledge and experience needed to produce the desired outcomes include the following: Microsoft Office Suite products, Software/Platforms: Jira, Acquia Cloud, CircleCi, GitHub, AWS; Drupal, HTML, CSS; CRM Platforms
  • Demonstrated ability to lead projects from initiation to completion
  • Demonstrates self-motivation, self-instruction, initiative, and creative problem-solving
