In a project capacity, this position serves as a Project Material Manager on large EPFC projects. This role has key responsibilities for critical supplier negotiations.
Principal Job Duties & Responsibilities
•Overall accountability for all activities performed by the team of both direct and functional reports if assigned as the functional lead for the project
•Develop with various discipline leads and approve the Material Planning, Purchasing, Expediting, Supplier Quality Surveillance (SQS)/Inspection, Logistics, and Field Material Management Plans and Procedures, as well as coordinating priorities with Construction
•Develop and oversee the execution of a well defined integrated Material Management Plan to support the Construction Plan in accordance with the Project Execution Plan
•Responsible for the implementation, management, and monitoring of the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements and schedule
•Oversee and/or interface with the teams responsible for the development of material requirements including specifications and scopes while working with Material Control and Material Planning and/or internal clients
•Develop sourcing strategies and prepare bidders lists in accordance with client requirements and business acumen
•Review, analyze, negotiate Terms and Conditions, based on Prime Contract flow downs
•Communicate staffing requirements with management to identify personnel for staff
•Oversight and/or interface of the development of the detailed logistics plans designed to optimize use of the most cost-effective transportation services depending on the material or equipment to be transported
•Assure the development of Material Management documents, the organization and maintenance of Material Management files, and the production of material and equipment tracking data and reports, as applicable
•Assure management of material and equipment at the construction site to comply with the Field Material Management Plan and to support the construction effort; whenever possible and/or feasible, conduct regular site visits to support the Field Material Management and Construction personnel
•Interact with project manager, discipline leads, clients, and applicable joint venture partners to meet project objectives through alignment sessions ensuring effective cross-functional communication
•Maintain effective client relationships through client service excellence in execution
•Review and action planning reports to appropriate persons for follow-up to support Fabrication or Construction
•Prepare written or oral presentation materials in support of regional or business line proposal activities
•Maintain the highest ethical standards of Material Management professional responsibility
•Maintain knowledge of safety policies and procedures and assure assigned duties are performed in a safe manner, and, if supervising others, assume responsibility for their safety and safe work practices
•Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities ,and timely performance feedback
•Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
•Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
•Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
•Maintain compliance with all applicable policies, procedures, and global standards
•Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
•Effectively develop and apply the Core Skills to the job
•May need to travel to attend to business related matters
•Meet expectations on attendance and punctuality
•Other duties as assigned
Basic Job Requirements
Minimum Qualifications
•Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed
•Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
•Job related technical knowledge necessary to complete the job
•Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
•Ability to attend to detail and work in a time-conscious and time-effective manner

•Experience in EPCM industry with capital projects
•Lump Sum and Module Fabrication experience preferred
•Experience with Fluor processes, procedures and systems
•Experience in dealing with global vendors (outside US)
•Ability to communicate fluently in English (read, write, and speak)
•Working toward applicable professional certification(s) or license(s)
•Experience should be primarily in the area of Material Management
•Excellent interpersonal and communication skills
•Excellent computer literacy and skills
•Good leadership and decision-making skills

Material Management
•Create and manage the Material Management effort hour estimate
•Responsible for ownership of the Material Management equipment and material budget
•In conjunction with Material Planning, manage the collaboration and development of the Material Responsibility Matrix
•Proactively manage change
•Travel to domestic and/or international locations
•Develop and implement the overall Material Management plan, including workshare and automation components, and the project Material Responsibility Matrix
•Understand the corporate business goals across the Business Lines and contribute to achieving the goals
•Drive and deliver strategies to the corporation and projects through the use of the Commercial Strategies group
•Understand the importance of growing talent by helping others; coach others to ensure their success
•Negotiate and/or provide assistance in negotiation of large to complex equipment and bulk material packages to obtain best value for the Project
•Ensure that the Material Management team has access to the project Baseline, understands and aligns to the project Baseline, and executes and delivers to the project Baseline
•Understand the prime contract and the integration of flow down clauses to protect Fluor
•Develop man-hour estimates and understands the basic concept of trending hours
Purchasing
•Review the project scope of work and the prime contract to determine the Material Management requirements and flow downs to project procurement documents, plans, and procedures; issue flow down requirements to the Material Management team
•Incorporate standard Fluor Procurement procedures and Commercial Strategies in the procurement of goods for the project
•Align with Construction to determine site purchasing requirements and responsibilities
•Coordinate the staffing of the project's purchasing functions in accordance with the requirements of the project Material Responsibility Matrix
•Manage the execution of all procurement activities on the project in compliance with the project Baseline and procedures, plans, budgets, and schedules
•Interact with project manager, discipline leads, clients, and applicable joint venture partners to meet project objectives through alignment sessions ensuring effective cross-functional communication
•Negotiate and/or provide assistance in negotiation of large to complex equipment and bulk material packages to obtain best value for the Project
