SUMMARY OF DUTIES:

This Dir Commercial Strategy & Development position will lead early constructability analyses to inform delivery strategies for major capital improvement projects that will modernize and transform Amtrak’s infrastructure, assets, and fleet. This position focuses on developing the construction sequences, track access requirements and various alternatives to support timely, and cost-effective project delivery. The Director Construability will also support active projects as a Subject Matter Expert in Construction to provide advice and support as constructability concerns or execution challenges arise. This position will collaborate with many stakeholders internally as well as with external partners, as applicable to each project. The Director Constructability and their team may also be tasked with providing project leadership through early stages of implementation, to ensure smooth start-up of projects.

 

The Dir Commercial Strategy & Development - Constructability works collaboratively and in coordination with all Amtrak senior staff or staff from other departments, the Federal Railroad Administration, and other U.S. DOT agencies, Congress, States and localities, commuter and freight operators, and suppliers, other third parties, investors and stakeholders to develop strategies, plans, funding and finance approaches, and partnerships to advance Amtrak’s mission.

 

 ESSENTIAL FUNCTIONS:

  • Develop and implement a constructability review program for capital projects to ensure that projects are constructible and biddable. 
  • Act as primary contact as well as support staff (as needed) internally and externally for major capital improvement projects, creating and executing work plans, identifying required resources, assigning duties and tasks to team members, reviewing and monitoring the project progress on a regular basis, and leading regular status meetings with clients and teams
  • Manage and monitor project schedules, progress and costs; maintain, adjust and update project plans, as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders
  • Oversees development and supports implementation of project plans, schedules and budgets consistent with operational needs and budget allowances, and oversee bid negotiations and consultant relationships, as assigned
  • Maintain touchpoints with project teams and support as subject matter expert for construction to ensure project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations
  • Train and monitor employees to ensure delivery of quality program executions. Identify and recommend processes to be improved to drive continuous improve in deliverable quality
  • Analyzes existing contract and delivery performance to maximize lessons learned and improvement of future execution and operational performance and minimize risk.
  • Ensures that project execution requirements are well defined as part of project development and planning phases for all projects. Provides technical advice to the Sr. Director, Delivery Strategy and internal stakeholders on matters related to capital projects delivery
  • Builds and maintains external relationships to provide effective communication of capital program status and accomplished goals and objectives
  • Represents the Sr. Director, Delivery Strategy with other executive staff, departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations
  • Represents Amtrak at meetings and conferences with elected and public officials, the community, private citizens, and public and private organizations
  • Analyze challenges, problems, and process breakdowns to ensure that lessons learned are used to improve project management and project delivery practices
  • Continuously improves and/or develops key business processes that focus on delivering capital projects on-time and within budget
  • Effectively contributes to a safe and secure work environment for employees and travel experience for customers
  • Demonstrates necessary leadership to support a zero incident and injury culture within Amtrak
  • Collaborates with Safety team to ensure safety is prioritized from concept to execution of the job
  • Communicates and implements safety rules, policies, and procedures in support of the corporation's safety vision and goals as part of all project planning and delivery decisions.
  • Oversees the development and implementation of assigned department goals, objectives, policies and priorities for each assigned service area
  • Assesses and monitors workloads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes
  • Directs department’s activities including setting goals and objectives, policies, work standards, and controls for professional staff and consultants
  • Maintains a teamwork environment within all peers as well as the engineering department’s internal customers
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management in public transportation

 

MINIMUM QUALIFICATIONS:

  • 11+ years of experience in railroad and/or heavy civil/infrastructure construction exhibiting progressive growth and increased responsibility in providing major project delivery services to the public
  • In lieu of education a minimum of 15 years of relevant work experience, or equivalent combination of education, training, and work experience is needed
  • 5+ years of senior management-level experience at the department-head level in project/construction management, engineering and/or maintenance within passenger railroads, or in any comparable public or private organization
  • Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs
  • Experience managing diverse, large, and geographically dispersed groups of individuals
  • Experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions
  • Understanding of business operations and the impact departmental actions have on the corporation and operations

 

MIMINUM KSA (Knowledge, Skills, and Abilities):

  • Must have excellent written and oral communication skills.
  • Advance principles of project management, program development, implementation and administration for improvement and maintenance projects
  • Theories, principles, and practices of civil/infrastructure design, construction, operations, maintenance, safety, accident prevention, and emergency response
  • Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of capital improvement and maintenance projects
  • Project delivery, engineering, and maintenance roles, responsibilities, and requirements
  • Labor unions agreements

 

PREFERRED QUALIFICATIONS:

  • Master's degree in engineering, business, or project management, and/or extensive experience working with construction of capital projects in an operating environment
  • Demonstrated experience with alternative delivery construction contracts (e.g. Design-Build, Construction Manager at Risk, Progressive Design-Build, Public Private Partnership, Alliance).
  • CMAA Certified Construction Manager (CCM) and/or PMI Project Management Professional (PMP) credential
  • Principles and practices of capital and operating budgets preparation and administration
  • Principles and practices of contract negotiation and administration
  • Principles of supervision, training and performance evaluation
  • Principles and practices of public administration
  • Social, political, and environmental issues influencing capital programs

 

WORK ENVIRONMENT:

Office environment, however candidate will need to attend field visits as needed.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

The salary/hourly range is $163,000 - $211,140. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
