You will serve as the Director, Naval Air Systems Command (NAVAIR) within the Command Operations Group, ensuring sound integration of all facets of NAVAIR's business and alignment with Department of the Navy (DON), Office of the Chief of Naval Operations (OPNAV) and cross-Systems Command (SYSCOM) goals.Qualifications: QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). 3) Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks.
4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Experience in successfully leading a large technically diverse organization encompassing development and execution of policies, processes, planning, resource allocation, budgeting, and application of business systems, organizational structure and operations.
2. Demonstrated ability to integrate multiple functions in solving complex problems and provide executive level guidance to all levels of a large geographically distributed organization.
3. Knowledge of the Department of Defense policy/regulations concerning military and civilian personnel management including EEO. Knowledge of best practice in workforce management and development including leadership development and promoting diversity and inclusion.
4. Program/project management experience that demonstrates ability to successfully manage programs/projects of considerable breadth.
5. Knowledge of government acquisition and business processes associated with life cycle support of weapons systems and/or business systems and operations.
