Job description

Essential Duties
1. Directs one or more functional areas within an administrative department of the University and ensure compliance with University policies and procedures. 2. Directs analytic and research support for educational policies and planning and develops and approves administrative policies affecting assigned functional areas of the University. 3. Directs and establishes parameters for major projects for the department and University. 4. Interprets federal policies and regulations and educates staff and administration about regulations, restrictions, and the legal responsibilities of the University. 5. Directs and implements policy and program modifications and develops standards to ensure compliance with federal, state and local regulations. 6. Develops and administers an operating budget for the assigned department consistent with University policies and procedures. 7. Develops cost savings objectives and goals; authorizes major purchases and negotiates contracts that range from routine to complex in nature. 8. Establishes and implements long- and short-range goals for the functional area consistent with University goals and objectives. 9. Directs the development of related automated systems to support the function; determines office policies and procedures for use of automated systems. 10. Directs the evaluation and selection of vendors and negotiates contract details including work steps and pricing with the vendors on behalf of the assigned functional area. 11. Works with internal and external contacts to solve problems that range from routine to complex in nature. 12. Represents the University in discussions and negotiations with various governmental agencies. 13. Directs a staff of exempt and nonexempt employees. 14. May perform other duties as assigned.

Position Focus:
Reporting to the SR. Director of YSM/West Capital Programs, provide leadership to a diverse team of architects, designers, engineers, project managers and third-party consultants and construction management teams to ensure the timely delivery of capital projects. Manage the priorities and product of Facilities Planning and Project Management teams in a manner consistent with the goals and priorities of the administration. Manage the formulation, programming, budgeting, design, and construction of high performance/research capital and non-capital projects in a manner consistent with the policies and procedures established by the University and its approved Capital Program Management Guide (CPMG). Develop and maintain a thorough understanding of the academic, research and clinical units within the campus area and infuse the facilities planning process with this knowledge. Ensure management staff is meeting general requirements of project scopes and RFP's and ensures that Project Management staff is appropriately managing the work effort of consultants, including but not limited to architect/engineering teams, construction managers, and specialty vendors relative to contracted scopes, commitments schedules, milestones and deadlines. Provide leadership in database reporting and analyses for use in decision-making by the administration of the School and University using the database platform and compliance with Management Guide. Working closely with the stakeholders within Facilities to develop, document and maintain financial projections of the campus Long Term Capital Plan (LTCP). Represent Facilities related issues in interactions with internal departments, the University, the city of New Haven Planning and Zoning presentations. Provide leadership in community engagement.
Preferred Education, Experience and Skills:
Minimum five years as a program manager for complex, multiple project construction programs, with experience on enhanced commissioning. Previous experience with major turn-key construction of multiple discipline science & technology building programs (or equivalent, e.g. medical facilities). Project cost management and experience with eBuilder, Procore, Unifier, Bluebeam REVU.
Preferred Licenses or Certifications:
LEED Accredited Professional; Professional Engineering, Architectural or Project Management Professional Registration or Certification (P.E.; R.A., P.M.P.).

Required Skill/Ability 1:
Advanced knowledge of architectural planning, design and construction processes. Solid technical knowledge for data collection, analysis, interpretation for executive decision making (including ROI) and feasibility studies.
Required Skill/Ability 3:
Significant demonstrated ability in the preparation of project budgets >$100M, construction cost estimating and reconciliation and the development of project schedules.
Required Skill/Ability 5:
Strong written and oral communication skills and ability to make effective presentations to influence change and acceptance with key stakeholders. Must possess strong business acumen, the ability to drive results through others, strong analytical and negotiation skills.
