Job Description:

ESSENTIAL FUNCTIONS

  • Creates files, performs data entry, routes development application submittals to appropriate review staff, monitoring development application progress for status reports, prepares permits for issuance; issues simple, routine permits within scope of authority and responsibility assigned.
  • Assists the general public, homeowners, contractors and developers with various development application processes as prescribed by department policies and procedures and assists with questions and problems regarding applying for permits and their requirements, refers technical questions to appropriate staff, and advises customer of action taken as necessary.
  • Accepts and examines development application forms, plans, sketches, blueprints and surveys submitted to ensure complete development application submittal of all required documents for various permit and development applications. This will transition into the digital software solution in that it will be a shift from checking paper to being a digital process.
  • Determines business tax classifications and applicable fees and whether a business tax can be issued to a home-based business location or a commercial location, and data entry associated with the business tax receipt processing.
  • Assists contractors with verifying registration paperwork and ensuring receipt of proper insurance, state licensing, and all other applicable paperwork and fees.
  • Prepares public hearing notices and newspaper advertisements which includes researching tax rolls to ascertain adjacent property ownership and preparation and mailing certified letters.
  • Maintains development-related files (both electronic and paper as needed), creates and maintains various development-related data bases.
  • Prepares project letters and approval documents for Planning and Engineering.
  • Creates tutorials and job aids under the supervision of manager
  • Fulfills public records requests as requested
  • Researches economic development opportunities and guides new and current business owners on what is needed in terms of opening or expanding their businesses. This position will serve as a liaison to the City, along with key Community Development staff, to ensure business owners are provided all critical information and processes prior to opening or relocating their businesses.
  • Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.


This position is part of the City's Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation.

Education and Experience
  • High school diploma or general education degree (GED).
  • Two (2) years of customer service experience or training.
  • Two (2) years of experience in construction permitting, site/subdivision development applications or in the construction industry; or
  • Equivalent combination of education and experience.

Certifications, Licenses, and Registrations:
  • Permit Technician Certification or ability to obtain within 18 months.
  • Certified Business Tax Official or ability to obtain within 18 months.


Knowledge, Skills, and Abilities
  • Ability to read, analyze, and interpret work related documents.
  • Ability to communicate effectively both orally and in writing.
  • Ability to comprehend and apply principles of mathematical concepts as applied to this position.
  • Ability to identify problems and review related information to develop and evaluate options and implement solutions that are in accordance with laws, ordinances, and established principles.
  • Knowledge of planning principles and practices, zoning and development related ordinances.
  • Ability to organize large amounts of data and files, including digital files.
  • Ability to keep track of multiple deadlines simultaneously.
  • Ability to organize personal workspace, time, and efforts.
  • Ability to follow and interpret instructions furnished in written and oral format.
  • Ability to work cooperatively in a team environment with individuals from different City departments.
  • Mastery of automated permit and development applications and tracking software. This will include the Community Development digital software solution upon implementation.
  • Proficiency with computer software programs for word processing, spreadsheets, and e-mail.


PHYSICAL DEMANDS
  • While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls and reach with hands and arms.
  • The employee is occasionally required to stand; walk; sit; climb or balance; and stoop, kneel, crouch, or crawl.
  • The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 40 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.


WORK ENVIRONMENT
  • The work environment includes those typical of an Office setting.
