Job Summary:

This serves as the Deputy Bureau Chief for the Bureau of Marijuana Licensing, in the Division of Public Health Licensing Services. In the absence of the Bureau Chief, this position will have authority to make program decisions. The employee in this position will:
  • Serve as a resource for all supervisory/lead staff and supervision of direct reports.
  • Be responsible for assisting with bureau activities including but not limited to budget and strategic planning.
  • Be expected to make independent decisions and judgments based on their professional education, programmatic experience and training.
  • Oversee the work of direct reports for accuracy and compliance to applicable statutes, laws and rules.
  • Subject matter expert for public and other governmental agencies, ombudsmen and health care professionals regarding State licensing.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

This position may be available for remote work within Arizona (# days per week in the office/hoteling).
OR
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

  • Serve as a resource to other supervisory/lead staff in the bureau. Planning, administration and personnel management. Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations, etc.)

  • Participate in the monitoring and evaluation of programmatic activities; budgeting activities; strategic planning and performance improvement initiatives; program policy, procedures and rules revision; participate in meetings with key stakeholders and professional organizations for program and systems performance evaluation; attend and represent bureau at local, regional, state and national meetings as needed.

  • Review and edit detailed investigation reports or surveys, statements of deficiencies, cease and desist orders, stipulations and other types of legal orders; ensure all forms and documents accurately completed within required time frames; recommend for or against state licensing; recommend enforcement actions, testify at hearings.

  • Provide training and technical assistance to providers relating to requirements for State licensing and the complaint investigation process; serve as a resource for providers, public and other governmental agencies, ombudsmen and health care professionals regarding State licensing.

  • Participate in quality assurance/performance improvement activities.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
  • Principles and practices of administrative supervisory and work management techniques, effective communication skills and interpersonal relations.
  • Human Resources policies and procedures
  • Current interview methods for hiring staff including behavioral interview techniques
  • Adult learning principles and methods for conveying complex information in an
understandable manner.
  • Record keeping and the public file maintenance
  • Performance Management (PM), and Continuous Quality Improvement (CQI) and
Lean methodologies.
Skills in:
  • Interpreting complex rules and regulations and apply those rules and regulations to real
work situations;
  • Process implementation
  • Excellent interpersonal skills
  • Writing and auditing legal documents, complaint summaries, statements of deficiencies, legal orders, etc.
  • Excellent verbal communication skills that lead to understanding of complex rules, regulations, and other requirements related to the State licensing and complaint investigation process
  • Verbally communicating statutory, rule and regulation requirements and findings associated with a survey in a formal or informal environment
  • Excellent in conducting patient/client care and quality of care assessments
  • Managing, monitoring and ensuring progress on multiple projects at the same
time
Ability to:

  • Recognize and act upon conditions affecting patient/client's health and safety
  • Clearly express ideas both verbally and in writing
  • Communicate publicly, both internally and externally
  • Ability to interpret statutes and rules for staff, providers and the public; to develop and implement internal monitoring procedures; to hire, train, retrain and evaluate staff.

Selective Preference(s):

Bachelor's degree in Public Health or Administration or in a related field with 2 years work progressive operational management experience in public health or system evaluation. Master's degree will substitute for 1 years of work experience.

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
