We have an exciting opportunity for a highly motivated professional to fill the position of Deputy Program Manager (dPM).
WHAT YOU WILL DO:
The dPM reports directly to the Program Manager and focuses on supporting program oversight for planning and implementation of Task Order (TO) activities on an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The dPM will act as the alternate customer interface for program responsibilities. This position will include managing the functional team leads in support of a hardware centric Phoenix Defense contract for the US Army. This team will work together within an Integrated Product Team (IPT) environment to accomplish team milestones while collaborating with other teams to achieve project strategic goals. In addition to direct interaction and communication with End User Customers, Department of Defense (DoD) civilian logistics/engineering, Configuration Management (CM), Quality Assurance (QA) and Program Management (PM), the candidate will work closely with the program's technical and fielding team, functional leads, and training personnel to meet the established program requirements. The dPM must have a strong background in all aspects of a Government acquisition program and knowledge of business and management principles involved in strategic planning, resource allocation, leadership, coordination of people and resources. To include practical application of engineering science and technology and processes for providing customer and personal services focused on hardware requirements. Additionally, this position will be assigned other projects or tasks in alignment with the level and scope of the position.

  • Work directly with the Program Manager to ensure contract activities meet cost, schedule, and performance objectives.
  • Implement contract execution and customer communication in support of program activities in accordance with the mission and goals of the organization.
  • Oversee/brief project cost accounting data and provide accurate and timely reporting of program status.

  • Create and manage long-term program goals.
  • Provide leadership to a team with a diverse array of talents and responsibilities while developing and motivating employees.
  • Assess program risks, opportunities, strengths and identify areas for improvement.

  • Identify project resource requirements and deploy resources to ensure project milestones are accomplished.
  • Work cross-functionally to develop and maintain relationships/partnerships with customers, stakeholders, peers, partners and direct reports.
  • Ensure team goals are met and adherence to standards in areas including customer satisfaction, safety, quality, integrity and team member performance.
  • Develop and foster business relationships with all stakeholders and act as alternate lead and participate in meetings regarding project issues and decisions on services.
  • Oversee hardware analysis of delivered and future products; to include obsolescence and end of life through engagement in peer reviews, program reviews, and working groups.

  • Assist with approval of Purchase Requisitions, Purchase Orders and Timesheets.
  • Author or assists in the development of contract CDRL reports/data.

  • Adhere to Configuration Management Model Integration (CMMI) quality procedures to ensure first time quality in delivered products.

  • In support of business development activities, may lead to program road mapping and/or capture team and strategy planning.
  • Occasional travel may be required to support fielding.

  • Bachelor's degree in an engineering/scientific or management discipline.
  • Five (5) years of experience managing an IT project/program and Ten (10) years of industry experience.

  • Ability to collaborate with different teams while balancing goals, approaches, and risks.
  • Common Battle Command Simulation Equipment (CBCSE) program experience.
  • Ability to work at strategic, operational and activity levels to ensure progression of the company's growth strategy.
  • Highly proficient written and oral communication skills.

  • Holds a current DoD Top Secret security clearance or ability to obtainone.
  • Military Simulation/Training project experience.
  • Experience in a lead role of a team (minimum of 6 personnel) made up of multiple disciplines.
  • Strong background working on Commercial Off the Shelf (COTS) acquisition for hardware centric DoD projects.
  • DoD Enterprise License Agreement (ELA) procurement, distribution and management experience for COTS software applications.
  • Experience with Contract Deliverables Requirements Lists (CDRLs).
  • Microsoft Office Products such as PowerPoint, Word, Excel, and Outlook experience.

  • Due to the nature of work performed within this facility, U.S. citizenship isrequired.

Preferred Qualifications:
  • Master's degree in an engineering/scientific or management discipline.
  • Ten (10) years of experience managing IT projects/programs.
  • Joint Land Component Constructive Training Capability (JLCCTC) experience.
  • Experience using Deltek for inventory management.
  • Knowledge of the Army's Computer Hardware, Enterprise Software and Solutions (CHESS).
  • Defense/Military contractor experience.
  • An active/current TS/SCI clearance.
  • Experience working in an Agile development environment.
  • Program Management Professional (PMP) certification.
